Job Description 6 Month Contract With a Local AuthorityJob Purpose
To lead and manage the delivery of all routine and cyclical highway maintenance activities across the county, ensuring infrastructure is maintained safely, efficiently, and cost-effectively. The role focuses on extending asset life, preventing defects, and delivering value for public money through well-planned maintenance programmes, strong contract management, and effective team leadership aligned with organisational priorities and values.
Key Responsibilities- Lead and manage an area-based team delivering cyclical highway maintenance programmes.
- Oversee day-to-day operations while providing strategic direction.
- Monitor and improve performance against KPIs.
- Develop and oversee scopes of work for cyclical maintenance activities.
- Ensure works specifications are technically accurate and safety-compliant.
- Manage programmes from planning through to delivery, inspection, and payment.
- Implement quality assurance processes including training and audits.
- Administer contracts with service providers using systems such as CEMAR.
- Manage risks, works orders, variations, and remedial actions.
- Support procurement processes including tender preparation, evaluation, and award.
- Keep up to date with industry standards, legislation, and new technologies.
- Introduce and trial innovative materials and methods.
- Ensure consistent quality and sustainable practices across all maintenance activities.
- Manage significant revenue and capital budgets.
- Allocate resources in line with policy, risk, and priorities.
- Identify efficiencies and external funding opportunities.
- Act as a key contact for elected members and stakeholders.
- Provide updates, briefings, and responses to enquiries.
- Build strong relationships with councils, agencies, and community groups.
- Promote and enforce high health and safety standards.
- Ensure safe systems of work for staff and contractors.
- Monitor compliance and continuously improve safety practices.
- Allocate and reassign resources dynamically to meet service demands.
- Support workforce planning, development, and performance management.
- Plan maintenance programmes across short, medium, and long-term horizons.
- Contribute to capital investment strategies and asset management planning.
- Promote equality, diversity, and inclusion.
- Contribute to the organisation's Net Zero objectives.
- Degree in Civil Engineering, Highway Engineering, Construction, or equivalent experience
- Professional membership (e.g., ICE, IHE, CIHT)
- Strong knowledge of highway maintenance, design standards, and drainage.
- Understanding of relevant legislation (e.g., CDM Regulations, Highways Act).
- Knowledge of health & safety best practices.
- Familiarity with contracts (e.g., NEC4) and procurement processes
- Awareness of local government operations
- Programme and project management

- Strong communication (written and verbal)
- Problem-solving and decision-making
- Proven experience in highway or construction sectors
- Budget and resource management experience
