Job Description

The Department of Acute Medicine (DMA) includes the services of anesthesiology, clinical pharmacology and toxicology, intensive care units, and emergency services. It responds to a quadruple mission through its services that provide expertise in frequent interaction with the entire University Hospitals of Geneva, with the goal of ensuring the best possible care. The emergency department is a transversal service that has the mission to welcome patients 24/7 regardless of the nature of their problem, to ensure rapid and effective care so as to direct individuals towards the most appropriate structure. The emergency service also provides urgent medical assistance at the cantonal level (via the SMUR), coordinates and manages major events, while being a reference service for other structures in this service. The urgent health call center unit (Urgences Santé 144) operates under the authority and supervision of the General Directorate of Health of the Republic and Canton of Geneva. This unit handles requests from the number 144, regulates emergency calls, mobilizes necessary resources, and coordinates rescue operations. It also plays a crucial role in informing and directing callers to appropriate care centers when an emergency intervention is not required. It also manages inter-hospital transfers, whether by land or air. With around 50 staff members, it handles approximately 170,000 calls annually, including 90,000 emergencies, and creates 27,000 patient files. It also coordinates the annual missions of ambulances and SMUR interventions. In case of exceptional events, it establishes and manages a center dedicated to monitoring and managing emergency responses. In addition, the unit is responsible for urgent medical assistance at the cantonal level, in collaboration with the General Directorate of Health. It also manages the urgent medical assistance system in collaboration with the Cantonal Office for Systems and Emergency Numbers. The unit also conducts a program focused on improving emergency care processes, including managing cardiac arrests and triage in emergencies. It develops innovative projects for the deployment of remote assistance and support tools for rescue actions. It also establishes itself as essential, particularly for the medical and paramedical delegated system, supported by specialists. With the introduction of a new dedicated phone line for triage and advice in non-critical emergency situations, it complements the number 144.Engineer or System Engineer - Engagement Support Systems SpecialistYou are tasked with organizing, planning, and participating in the evolution of the engagement support system, particularly the one from Hexagon (CAD93, ONCALL10), as well as managing the business configuration of the concerned systems with cutting-edge functional and technical expertise of the Hexagon engagement support system and its role in the Emergency Medical Assistance Center (CASU) ecosystem. You ensure level 3 support for the engagement support systems and associated services, with in-depth knowledge of the deployment made for 144 Geneva and maintain and secure this solution along with other associated systems (emergency telephony, etc.). You are responsible for creating and updating the technical documentation and procedures for the IT systems of the CASU, anticipating and adapting the infrastructure of the systems to evolving needs while considering technical, legal, and budgetary constraints. You also take on the role of internal referent for the data model and the availability of data from the systems (Hexagon, emergency telephony, etc.) for their integration into the tools, as well as the role of internal referent for mapping data within the engagement support system. You lead and implement projects to evolve the CASU's emergency call systems, in close collaboration with public and private partners.Furthermore, you participate in the management and coordination of the activities of the technical team. You hold a complete engineer or Master's degree. This degree does not necessarily have to be in the field, provided that professional experience and acquired expertise meet the requirements of the position. You have excellent functional and technical knowledge of the Hexagon engagement support system (CAD93, ONCALL10), and its integration with third-party systems (emergency telephony, etc.), as well as demonstrated experience in the deployment of this system within emergency call centers in Switzerland and/or France. You also have good knowledge of system environments related to emergency services and other associated systems. A good command of French and English is necessary. At least 10 years of proven experience as a systems specialist in engagement support, specializing in Hexagon systems, with a demonstrated ability to deploy and support the complex environments associated with emergency call and intervention domains is required. Prior experience in managing, deploying, and maintaining systems similar to that of 144 Geneva, particularly those related to emergency call centers and management, is desired. Moreover, rigor and a sense of quality and security in system management are required, as well as problem-solving abilities and adaptability in the assigned tasks. You are recognized for your ability to work in a team and communicate with various internal and external partners. On-call duties, night interventions, and work during emergencies may be required.
