This role plays a vital part in implementing the NHS LPP vision & strategy, approved by the NHS LPP Steering Board, and in delivering the aspiration of the Board to become a world class procurement partner of choice for the NHS and the wider public sector.

The Senior Procurement Business Partner will lead the PBP team and ensure continuity of procurement advice and support across the full NHS LPP membership, as well as supporting non-member NHS Trusts and the wider public sector as required.

This is a challenging, fast paced and influential role that will contribute to the delivery and day-to-day operation of a best in class procurement function.

The postholder will play a pivotal role in NHS LPP, being the senior procurement interface between NHS LPP and our member Trusts and providing best in class procurement advice and support through a regular face-to-face on-site presence at different member Trust locations.

They will act as an escalation point for the Procurement Business Partners and deliver multi Trust collaborative procurements, initiatives and projects alongside the Procurement Shared Services (PSS), category and commercial delivery teams.

Main duties of the job

• Provide best in class procurement advice and support to member stakeholders, as well as supporting non-member NHS Trusts and the wider public sector as required.
• Increase uptake of NHS LPP routes to market by member organisations, ensuring best value across the membership
• Develop and maintain a trusted advisor relationship with all relevant member Trusts stakeholders
• Deliver savings targets by identifying, and supporting the delivery of, savings opportunities for member Trust organisations
• Ensure customer uptake of the NHS LPP member efficiencies programme
• Delivery of customer service targets as demonstrated through various means of customer feedback and satisfaction surveys
• Effectively manage the Procurement Business Partners, acting as a senior escalation point for all member Trust procurement enquiries
• Support, coordinate and manage collaborative tendering across the NHS LPP membership

About us

Please note that as an organisation NHS LPP has been hosted by Guy's & St Thomas' (GSTT) NHS Foundation Trust since 2012 and provides the legal framework and supporting services under which NHS LPP operates. However, NHS LPP is a membership organisation funded and governed by its members and not GSTT. NHS LPP staff are employed by GSTT.

NHS LPP develops and manages collaborative procurement projects on behalf of its members including acute, community and mental health trusts, as well as CCGs. NHS LPP has a number of members outside of London. This role requires the postholder to manage collaborative procurement within the normal NHS membership but also working with other public sector bodies, advising and managing their procurement processes to deliver benefit to the wider public sector.

The organisation will continue to develop as a centre of commercial excellence that delivers significant and sustainable cost and service improvements to all stakeholders primarily in the London NHS economy but also outside London.

Job responsibilities

To line manage and co-ordinate the Procurement Business Partners, ensuring consistency of service for all member Trusts, as well as supporting non-member NHS Trusts and the wider public sector as required.

To act as an escalation point for all member Trust procurement enquiries that cant be answered by the assigned Procurement Business Partner.

To develop strong relationships with member stakeholders and be viewed as a trusted advisor, as well as supporting non-member NHS Trusts and the wider public sector as required.

To have a regular on-site presence at all member Trusts to seek feedback on the Procurement Business Partnering service and identify areas for improvement, as well as continuously promoting new NHS LPP routes to market, products and services.

To ensure that all procurement advice given is compliant with statutory requirements, as well as relevant local policies / standards / procedures.

To understand the contracts that members have in place within scope of all NHS LPP and NHS Procurement Alliance (NPA) category portfolios, as well as the category portfolios of other NHS Procurement hubs and affiliates and undertake analysis to identify opportunities for collaborate procurements and savings efficiency initiatives.

To educate member stakeholders on our portfolio and those of our partner organisations/affiliates, as well as supporting non-member NHS Trusts and the wider public sector as required.

To understand member Trusts procurement workplans and to continuously support the delivery of these workplans in conjunction with the wider NHS LPP and NPA category teams

Person Specification Qualifications

• Professional procurement qualification (Chartered Institute of Procurement & Supply) or significant and extensive equivalent procurement experience demonstrated through proven delivery
• In-depth knowledge of public sector Procurement and Contract Management legislation demonstrated through proven delivery
• Undergraduate degree or equivalent professional experience
• Prince 2 qualification or equivalent experience

Experience

• Public sector procurement experience including strategic sourcing, above threshold tendering, spend analytics, catalogue purchasing and framework call offs
• Experience of managing the end-to-end procurement lifecycle (plan, define, procure and manage).
• Analytics and management reporting
• Experience of working in a Trust procurement team
• Experience working for an accredited NHSE framework host
