Job Description
Senior Policy and Delivery Manager - Urgent and Emergency Care

Play a pivotal role in shaping national Urgent and Emergency Care policy directives and delivering programmes that support members across the acute and ambulance sectors. Report to the Assistant Director of Acute and Ambulance, work closely with the Network Director, wider team and partners to influence policy, deliver high impact improvement projects, and strengthen the network's reach and impact.

Fast paced, member facing role with line management responsibility for team members and leading and managing projects across matrix teams. Help set the policy agenda, lead high profile pieces of work, support conference delivery, undertake visits to members across the country and present at national events.

Support the Assistant Director in ensuring robust programme management across the network, working directly with members to inform influencing activity and the improvement work delivered by the network, both independently and in partnership with other organisations.

Main duties of the job

Lead policy development and influencing activity, ensuring the network provides credible, timely insight to national stakeholders while reflecting the experiences and priorities of members.

Key priorities include:

  • leading policy influencing strategy and responding to emerging national issues
  • supporting programme and project management across network activity
  • supporting members with improvement, organisational development and readiness for neighbourhood health
  • maintaining and growing existing broader acute and ambulance member forums
  • building and maintaining strong relationships with members, partners and policymakersdelivering projects and programmes that support improvement and innovation in acute and ambulance
  • raising the profile of the network through communications, events and stakeholder engagement
  • supporting the development of team members within the network
  • supporting membership growth, retention and commercial partnerships
Job responsibilities
  • Lead policy influencing strategy, develop and drive proactive member informed influencing plans, produce credible recommendations for national policymakers and respond quickly to emerging issues.
  • Act as a recognised subject matter expert, gather insight from members and the wider system, and provide insight, briefings and clear policy positions to stakeholders.
  • Ensure policy alignment and coherence, oversee contributions to the Network's policy function, ensuring outputs are consistent with wider organisational priorities and positions.
  • Represent and promote the Network internally and externally, support senior leadership to influence national debates through media, events and stakeholder engagement, raising the profile of members' work.
  • Lead delivery of projects and programmes, scope, plan and manage key projects, ensuring they are delivered effectively, on time and to a high standard.
  • Build and manage strategic relationships, develop strong relationships with members, partners and stakeholders, facilitating collaboration and joint policy or delivery initiatives.
  • Support network sustainability and growth, contribute to membership recruitment and retention, business planning and the development of commercial and contract opportunities and income streams.
  • Provide leadership and team management, line manage staff, support their professional development and contribute to a high performing, collaborative team culture.
Person Specification Essential
  • A good understanding of the Acute & Ambulance sector, the challenges and opportunities.
  • Ability to shape national Acute and Ambulance policy, interpret complex information, navigate complex political and system dynamics, draw politically astute conclusions and apply these to influencing activity.
  • Excellent written and verbal communication for policy audiences, including media engagement, public speaking, and editing others' work to a high standard.
  • Proven ability to build and manage relationships, including influencing and working effectively with very senior internal and external stakeholders.
  • Experience shaping team or organisational strategy and supporting decision making on key priorities.
  • Experience delivering projects and events, working with commercial partners to diversify income streams.
  • Experience leading and managing teams to deliver impactful results and supporting their professional development.
Desirable
  • Experience working in or closely with Acute and Ambulance care and its day to day operations.
  • Knowledge of Government policy, planning, delivery, and expenditure on Acute and Ambulance services, either through experience or genuine curiosity.
  • Has a network of stakeholders across the Acute and Ambulance sector and beyond.
