About the team you'll be part of

This role is within Ofcom's People, Culture and Workplace (PC&W) team, supporting organizational strategy, capability, and cultural transformation to meet our regulatory objectives. The purpose and scope of the role

This role serves as the People Partner for 1 or 2 of our groups, ensuring effective operation and alignment with organizational strategy, and supporting leadership teams in their daily management.

Your Key Responsibilities

  1. Partner with Group Directors to develop and implement cohesive people strategies, tools, and frameworks.
  2. Align people priorities with organizational strategy in collaboration with Directors.
  3. Lead organization design initiatives to support business plans and promote career mobility.
  4. Create and deliver People Plans, identifying themes and barriers for continuous improvement.
  5. Understand team strategies and proactively identify people-related opportunities and challenges.
  6. Coach leadership teams on management and leadership styles.
  7. Manage stakeholder expectations and prioritize work effectively.
  8. Identify and address barriers to organizational effectiveness.
  9. Collaborate with PC&W teams to develop and refine people strategies, providing insights and building relationships.
  10. Ensure key people processes like workforce planning, talent management, pay reviews, and performance management are effectively executed.
  11. Oversee risks and mitigations related to your groups at the SMT level.
  12. Lead or support organizational change projects as needed.

The skills, knowledge, and experience needed for success

  1. Experience partnering at a senior level on people initiatives across the employee lifecycle.
  2. Proven ability to develop and execute People Plans.
  3. Strong commercial acumen and data-driven decision-making skills.
  4. Excellent interpersonal and stakeholder management skills, capable of coaching and influencing at all levels.
  5. Experience working collaboratively with Centers of Excellence and managing contracting conversations.
  6. Proactive problem-solving skills and experience supporting business readiness.
  7. Ability to influence senior stakeholders and challenge leadership appropriately.
  8. Confidence in horizon scanning and strategic thinking.
  9. Exceptional communication and influencing skills, adaptable to various audiences.
