Job Description
Regional Development Officer About the Role:

MPA Recruitment is seeking a Regional Development Officer - Access to Healthcare on behalf of the Business Services Organisation.

This role sits within the Access to Healthcare team and plays a key part in ensuring the effective application of legislation relating to entitlement to healthcare in Northern Ireland. You will act as a subject matter expert, supporting HSC staff through guidance, training, and the development of systems to identify and manage patient eligibility, including chargeable patients.

This is an excellent opportunity for a candidate with strong analytical, project, and stakeholder engagement skills to contribute to regional service delivery and policy implementation.

Key Responsibilities: Project Delivery & Service Development
  • Support the Regional Manager in planning, coordinating, and delivering projects within agreed timelines and objectives.
  • Develop detailed project plans, timelines, and communication strategies.
  • Monitor project progress, identify risks, and implement mitigation measures.
  • Contribute to the development of procedures and systems to assess patient entitlement to healthcare services.
Policy, Compliance & Governance
  • Ensure all project work complies with relevant legislation, including healthcare entitlement regulations.
  • Act as a compliance lead in relation to Data Protection Act 2018 and information governance.
  • Conduct equality screening and impact assessments where required.
  • Support the development and implementation of policies, procedures, and best practice guidance.
  • Interpret legislative changes and update operational processes accordingly.
Training & Service Delivery
  • Design and deliver training programmes to HSC staff on healthcare entitlement and relevant legislation.
  • Produce supporting materials such as guidance documents and aide memoires.
  • Develop and implement processes to monitor compliance with regulatory requirements across HSC.
Stakeholder Engagement & Collaboration
  • Build and maintain strong relationships with key stakeholders including HSC staff, external agencies, and the Home Office.
  • Act as a key liaison point, including supporting service level agreements and data sharing arrangements.
  • Communicate complex information clearly through reports, presentations, and briefings.
  • Participate in forums, working groups, and consultation meetings as required.
Research, Analysis & Reporting
  • Analyse legislation, data, and reports to inform regional guidance and decision making.
  • Prepare progress reports, business cases, and project documentation for senior stakeholders.
  • Track milestones and evaluate project outcomes, ensuring continuous improvement.
Management & Leadership
  • Delegate tasks and provide support to administrative and project staff.
  • Undertake line management responsibilities where required.
  • Promote a culture of collaboration, openness, and continuous improvement within the team.
Health, Safety & Organisational Responsibilities
  • Ensure compliance with health & safety, equality, and information governance policies.
  • Promote a positive workplace culture aligned with organisational values.
  • Support environmental sustainability initiatives and responsible resource use.
  • Maintain accurate records in line with GDPR and Freedom of Information requirements.
Additional Duties
  • Represent the organisation at meetings, seminars, and external engagements.
  • Contribute to business planning and organisational objectives.
  • Undertake ongoing professional development and training.
  • Carry out any other duties appropriate to the role.
What We're Looking For:

Essential Criteria:

Applicants must meet one of the following:

  • A degree (or equivalent professional qualification) plus at least 2 years' relevant experience
    OR
  • A minimum of 5 years' relevant experience in a similar role

Relevant experience should include:

  • Supporting or conducting system reviews, investigations, or project work
  • Developing or implementing operational guidance relating to legislative or regulatory requirements
  • Experience supervising staff (minimum 1 year)

Skills & Experience:

  • Strong analytical and problem solving skills with the ability to interpret complex information
  • Ability to manage multiple priorities and meet tight deadlines
  • Excellent communication skills, including report writing and presentation delivery
  • Experience working collaboratively across teams and organisations
  • Proficient in Microsoft Office applications (Excel, Access, etc.)
  • Understanding of legislation and its practical application
