Job Description

Anderson Knight is currently recruiting a Public Sector Procurement Manager for one of our clients on a 6-month FTC.
The main responsibility of the role is to lead, manage, and deliver high-quality, compliant procurement activity across the organisation in accordance with public sector regulations, value for money principles, and strategic priorities. The role will ensure the delivery of efficient, effective, and sustainable procurement solutions that support service delivery and organisational objectives.

Key Responsibilities
• Lead end-to-end procurement processes across a range of categories (goods, services, and works) in accordance with the Public Contracts Regulations (PCR 2015 or its successors), internal policies, and relevant frameworks.
• Provide expert procurement advice to internal stakeholders, ensuring legal compliance, commercial best practice, and effective risk management.
• Develop and implement category strategies to deliver savings, quality improvements, and social value.
• Manage procurement documentation including specifications, tender documentation, evaluation criteria, and contract award recommendations.
• Lead on the planning and execution of high-value, complex tenders and mini-competitions using portals such as Find a Tender Service (FTS), CCS, or other approved frameworks.
• Support and influence contract management practices post-award to ensure supplier performance, compliance, and value for money.
• Ensure appropriate stakeholder engagement and communication throughout procurement exercises.
• Promote ethical procurement, sustainability, and social value through all activities.
• Maintain accurate and timely records in accordance with audit, transparency, and governance requirements.
• Line manage and develop junior members of the procurement team (where applicable).
• Contribute to continuous improvement initiatives and the development of procurement policy and processes.

Essential Criteria
Qualifications & Memberships
• Degree or equivalent level qualification in a relevant field.
• MCIPS (Chartered Institute of Procurement and Supply) qualified or working towards.
• Evidence of continuous professional development.
Experience
• Demonstrable experience of managing end-to-end public sector procurement processes.
• Strong understanding of the Public Contracts Regulations and other applicable public procurement rules.
• Proven track record of delivering savings, efficiencies, and value-added procurement outcomes.
• Experience working with cross-functional teams and influencing senior stakeholders.
• Experience with e-procurement tools and tendering portals.
