The Ethical Tea Partnership (ETP) are looking for a Programme Lead to join our Programmes team. The role will be reporting to the Head of Programmes.
Location: E2, near Bethnal Green (London). Hybrid, minimum 3 days in the office.
Salary: £45,000 to £50,000 per annum, depending on experience + company benefits. Permanent contract.
Hours: 37.5 hours per week (full-time), Monday to Friday.
The role
The new role will be a global lead function which provides guidance and support to country programme teams in terms of compliance, tools and systems and supporting quality programme management. It will ensure that programme learning is documented and disseminated across ETP; will support and collaborate with ETP's technical leads; and will work with the fundraising team and its membership to support ETP to diversify its donor funding.

Responsibilities
Provide programme quality and assurance / grant management support to country teams:
- A core contributor to the initial stages of co-creation and co-design of programmes withselected strategic Implementing Partners alongside ETP technical leads and country teams.
- Lead and support the inception phase of new programmes in line with project plans. Leadinception workshops in collaboration with ETP country Programme Managers and otherstakeholders.
- Provide technical advice on donor compliance for all external funders in coordination withthe Head of Fundraising during inception, implementation and final programme stages.
- Supporting Programme Managers and Country Managers to ensure programme quality andassurance of ETP managed grants and projects.
- Work with Country Leads to provide support around ETP's core technical areas.
- Work in close collaboration with Programme Managers and finance to review financialreports, ensuring donor compliance.
- Supporting country teams to complete donor reporting, including review, quality check, andtechnical support to improve reporting quality as needed.
- Support project leads to develop and maintain project risk registers, anticipating andmitigating problems before they arise.
- Support the recruitment and management of short-term consultants as required.
- Lead the provision of programmatic information for donors to support the Head ofFundraising in both attracting new donors and engaging and retaining existing donors.
- Development of concept notes, proposals and slide decks to support funding pitches anddonor updates.
- Facilitate proposal development workshops with country teams as required.
- Conduct research on tea sector issues in line with ETP strategy to inform strategicplanning, programme design and proposal development.
- Support Head of Programmes and Head of Fundraising to develop go/no go for fundingopportunities.
- Provide technical advice on donor compliance for GIZ, EU and other potential bi-lateralfunders, based on funding pipeline and prospecting by Head of Fundraising.
- Support Country Managers to develop concept notes and proposals in line with countryplans, and support with systems and processes which include but are not limited toadministration, grant management and compliance.
- Coordinate with finance technical Leads and the Head of Programmes to ensure thatadequate resourcing for programme activities is budgeted.
- Ensure that contractual agreements with our Strategic Implementing Partners are robust,have clear costings and disbursement schedules against activities and deliverables andthat the terms protect the needs and interests of ETP and its membership.
- Support country teams to manage relationships with in-country donors and lead oninternational donor relations where appropriate, in collaboration with the Head ofFundraising.
- Build strong relationships with ETP members, in particular in the development of proposalideas, and in programmatic reporting and membership engagement.
- Support the M&E Lead in the running of the M&E working group and participate actively inthe workplan and other key capacity building initiatives.
- Support the M&E Lead in the review and roll-out of M&E systems and processes, includingharmonised country programme M&E tools and guidance.
- Support projects in conducting consistent monitoring, evaluation and learning activities bysupporting M&E processes such as development of M&E frameworks and tools, review andanalysis of key data and/or reports.
- Work closely with the project teams to identify learning opportunities and encourage alearning culture at different levels (within a project, between different projects, betweendifferent country teams, across ETP as a whole, externally to ETP) to ensure that there isan embedded process and culture for technical learning within ETP.
- Lead/support project learning sessions/after action reviews in partnership with countryteams and technical leads, ensuring that lessons learned are documented, disseminated,and feed into future programme design.
- Work closely with the Communications team to identify and plan communications activitiesand products, including embedding these within project workplans in collaboration withcountry teams.
- Support the development of programmatic content to be adapted by the communicationsteam for external audiences.
- Support internal communications within ETP as required.
- Support the design and roll-out of proposal development and programme quality assurancesystems, tools and processes.
- Participate in proposal pipeline meetings and update on potential global, country orthematic opportunities.
- Ensuring that country teams have access to tools, systems and support to facilitate highquality project implementation (and MEL as outlined above).
- Ensure the timely updating and maintenance of project management tracking systems andtools, including maintaining an overview of donor reporting.
- Participate and support reviews of country plans.
- Support inductions for new staff, in collaboration with HR and broader team.
- Provide programme administrative support such as hosting meetings, minute taking,assisting with travel, and support to ETP events and workshops.
- Willingness and ability to travel internationally when needed.
- Any other tasks or priorities as required by the team or identified by the Head ofProgrammes, within the above broader scope of work.
- Have the right to work in the UK and reside within a commutable distance to our London office in Bethnal Green.
- At least 5 years experiencesupporting projects or programmesaddressing sustainable developmentchallenges.
- Experience working on programmesin relevant technical areas sucheconomic development,environmental sustainability andclimate change, gender equality andrights of women and othervulnerable groups.
- Experience of project management,including, monitoring &evaluation, development of KPIs/logframes, donor reporting, budget development, financial monitoring.
- Experience of managing donorgrants and contract compliance fordonors such as GIZ, EU or similar,including procurement and auditingrequirements.
- Experience of facilitating learningworkshops and documenting andsharing learning from programmeactivities and processes.
- Willingness and ability to travelinternationally as needed.
- Ability to facilitate the creation ofcross-functional project teams andsupport development of countryplans.
- Experience of working in orsupporting projects based in tea-growing communities, particularly inETP's focused tea origins.
- Experience of managing project staffor interns.
- Experience of contributing to strategydevelopment and multi-year planning.
- Experience of managing andcontracting consultants.
- Experience of working withcompanies on corporate responsibilityor ethical supply chain issues.
- Negotiation and representation skills.
- Experience working with multi-sectorand multi-stakeholder programming
- Demonstrable interest in and fullknowledge of sustainability issues.
- Strong understanding of agriculturalsupply chain issues.
- Knowledge of participatoryapproaches and accountability.
- Knowledge of good practice inimpact assessment and M&E.
- Excellent research, analysis andcommunication skills.
- Professional competency in Englishlanguage (written and spoken).
