People Business Partner

The People Business Partner is a senior, autonomous practitioner and an integral part of the People Directorate. The post holder will work closely with the Deputy Director of HR & OD, Head of HR and OD, People Services, Head of Organisational Development and Inclusion, and the Recruitment Business Partner on providing People expertise to the integrated leadership teams in their services.

Main duties of the job

This will include working alongside other key service and corporate functions (e.g. Operations, Finance, IT and Communications). The postholder will be expected to lead and support in all aspects pertaining to the People considerations of the service, including recruitment, onboarding, managing change, Transfer of Undertakings Protection of Employment rights (TUPE) transfer and identifying and commissioning Organisational Development and training for members of the service.

The postholder is expected to establish and maintain positive interpersonal relationships with all key stakeholders, working effectively with colleagues. The postholder will also be fundamental in championing and living the Trust's values and behaviours.

The People Business Partner inputs expert HR advice to the people strategy and business planning process for designated Service Groups, providing professional, and customer focused advice and support to Associate Directors, managers and staff in the identification and management of workforce issues.

Job responsibilities
  • The post holder will be accountable to the Director of HR & OD and be responsible to and report to the Head of HR & OD to support the delivery of an effective and efficient People service for the Trust.
  • The post holder will support the Director of HR and OD and the Deputy Director of HR, to embed the Trust People Strategy, in line with legislation, Trust and national priorities and initiatives, and modern HR practice. This includes the local implementation of the NHS People Plan and People Promise requirements.
  • Whilst this role will offer support to the senior leadership team and the Deputy Director of HR & OD, the post holder will work on their own initiative, managing their own day to day workload.
  • The post holder will operate within HR policies and procedures, escalating more complex matters to the Head of HR and OD and the Deputy Director of HR & OD.
  • The post holder will support the delivery of the Trust People Strategy and report on specific HR issues as requested including Workforce evaluation and project work.
  • The post holder will work in a manner consistent with the NHS Management Code of Conduct and the CIPD Code of Professional Conduct.
Person Specification Qualifications
  • Highly specialist knowledge of one or more HR topics acquired through degree and professional HR qualification plus additional training or equivalent experience to Master's level or equivalent.
  • Current membership of CIPD - MCIPD.
  • Evidence of ongoing Continuing Professional Development (CPD).
  • Current membership of CIPD - FCIPD.
Experience
  • Experience of supporting with complex organisational change and programme delivery.
  • Proven record of operational and strategic HR/OD achievement at a senior level.
  • Experience and knowledge of the current HR/OD agenda in the NHS and how this supports service provision, performance and improvement.
  • Experience of facilitating multi-professional groups and team working.
  • Demonstrate commitment to, and enthusiasm for facilitating change, cultural and behavioural change, service improvement and team/individual development.
  • Experience of being able to balance competing priorities and meet personal and Trust targets within a fluctuating and demanding workload.
  • Experience of coaching managers on change programmes.
  • Experience of managing TUPE transfers.
  • Previous management experience, demonstrating an ability to provide direction, enable others to perform.
  • Experience of working in a unionised environment.
  • Proven NHS/Public sector experience and knowledge.

  • Ability to think and plan strategically, tactically, and creatively and to prioritise work programmes in the face of competing demands.
