1. About our client
Our client serves as the dedicated IT operator for the Wallonia-Brussels Federation (FWB). As a public-interest organization, they are responsible for designing, developing, maintaining, and evolving the information systems and technological infrastructure that support FWB administrations and institutions.
As a central driver of digital transformation for the Belgian French-speaking public sector, they operate across several key domains:
- IT Infrastructure Management: Networks, security, data centers, and cloud services.
- Custom Application Development: Tailored software solutions for specific administrative needs.
- Digital Project Support: Functional analysis, UX/UI design, and project management.
- Cybersecurity & Data Protection: Ensuring the integrity and privacy of public data.
- User Support & Training: Empowering staff to utilize new digital tools effectively.
2. The Mission: Solution Architect
The Solution Architect plays a critical role in ensuring the performance and reliability of the organization's services. Within the framework of strategic digital transformation, the Architect bridges the gap between high-level strategy and tactical execution by designing software solutions that meet specific beneficiary needs.
Key Responsibilities
- End-to-End Ownership: Responsible for the global architecture, design, and implementation of solutions within Information Systems (IS).
- Business Alignment: Deeply understands the beneficiary's environment, business lines, and processes to meet high expectations regarding productivity, data traceability, and process optimization.
- Convergence & Feasibility: Conducts convergence studies during the scoping phase to propose solutions that balance technical requirements with budget and deadline constraints.
- Risk Management: Identifies organizational and technological constraints early on to assess risks and impacts on both ETNIC and the beneficiary's operations.
- System Integration: Analyzes complex system architectures, defines clear business repositories for all stakeholders, and ensures new technologies integrate seamlessly into existing IT landscapes.
- Guardian of Success: Supervises the entire life cycle-from design and development to deployment and testing-to ensure project success.
3. Core Activities
- Requirement Translation: Translate business requirements into viable IT solutions.
- Architectural Modeling: Identify components and create solution models that are easily understood by both technical teams and business stakeholders.
- Value Maximization: Ensure IT solutions deliver maximum value to the business.
- Documentation & Semantic Clarity: Produce clear documentation tailored to different audiences and establish a standardized glossary to normalize communication.
- Holistic Oversight: Support other architects in maintaining a "big picture" view of the information system and contribute to the quality review of procedures and processes.
- Lifecycle Management: Monitor and address the obsolescence of IT solutions.
Required Profile & Expertise
Requirement (all minimum 8 years epxerience with most recent experience in 2025/2026)
Experience Level
Solution Architect with most recent experience in 2025/2026.
Technical Skills
- BPMN (Business Process Modeling Notation), LABNAF modelling, and proficiency in Sparx Systems (Enterprise Architect, Prolaborate).
Analysis
- Expert in analysing highly complex business needs for large-scale IT projects.
Compliance
- Deep understanding of GDPR, administrative legislation, and legal texts within the public sector.
Soft Skills
High level of assertiveness; ability to diplomatically challenge business requests to identify "real" underlying needs.
Languages:
Fluent French and English Language skills required.
Location:
Candidates are required to work in Schaarbeek 3 days per week with 2 days per week remote work possible.

- Domain Expertise: Do you have strong experience in Justice, Education, Youth Welfare, Sport, or Culture
- Stakeholder Management: Are you comfortable navigating complex hierarchies and managing diverging interests between different departments
