Interim Operations Manager - Taxi Licencing

Birmingham (Hybrid Working)
£450-£500 per day (Inside IR35)
Initial 6-month contract (with potential extension)

A large local authority is seeking an experienced Interim Operations Manager to lead its Taxi Licencing function, ensuring the effective delivery of statutory licencing services while driving operational performance, compliance and customer service excellence.

The Role

Reporting to senior management, you will be responsible for leading a team of Taxi Licencing Officers, overseeing the end-to-end licencing process for drivers, vehicles and operators. You will ensure services are delivered efficiently, consistently and in line with relevant legislation, council policies and service standards.Key responsibilities include:

• Managing and developing a team of Taxi Licencing Officers and support staff.
• Ensuring compliance with all relevant taxi and private hire licencing legislation and guidance.
• Driving service performance, productivity and continuous improvement initiatives.
• Managing complex licencing matters, escalations and appeals.
• Reviewing and improving processes, procedures and customer experience.
• Developing policies and operational practices to support effective service delivery.
• Working closely with enforcement, legal, customer services and external stakeholders.
• Monitoring performance data, reporting on KPIs and implementing improvement plans where required.
• Supporting the council in responding to legislative changes and emerging sector challenges.

About You

To be successful in this role, you will bring:

• Experience managing licencing, regulatory, enforcement or operational service teams.
• A strong understanding of taxi licencing legislation and associated regulatory frameworks, or transferable experience from a similar public protection environment.
• Proven people management and leadership skills.
• Experience delivering service improvements and driving operational performance.
• Strong stakeholder management and communication skills.
• The ability to manage complex casework and make sound, evidence-based decisions.
• Experience working within a local authority or public sector environment.
