ICT Project Manager
Position Overview
The ICT Project Manager will support the Information and Communications Technology Management (ICTM) Office.
The successful candidate will be responsible for managing the implementation of new systems, software solutions, and digital transformation initiatives that support Headquarters business requirements. This includes overseeing project delivery, coordinating security accreditation activities, managing stakeholder relationships, and ensuring compliance.
The role supports ongoing digital transformation strategy, including cloud adoption initiatives and the modernization of enterprise IT services.
The Information and Communications Technology Management (ICTM) Office provides ICT services and support to the North Atlantic Council (NAC), Committees, International Staff, and when required.
ICTM operates through two key pillars:
- Business Solutions Management (BSM)
- Digital Information Management Service (DIMS)
ICTM is recognised as a trusted provider of ICT-related project delivery and follows established project governance practices based on the PRINCE2 methodology.
Key ResponsibilitiesThe ICT Project Manager will:
Project Planning and Delivery- Develop and maintain project plans under the guidance of Project Boards.
- Deliver assigned projects within agreed scope, schedule, budget, and quality constraints.
- Manage multiple concurrent ICT projects of varying complexity.
- Coordinate project resources and activities throughout the project life cycle.
Governance and Reporting
- Organise, facilitate, and participate in Project Board meetings.
- Produce project management documentation, including:
- Project Initiation Documents (PIDs)
- Highlight Reports
- Exception Reports
- Project Closure Reports
- Provide monthly status reports to management and Project Boards.
- Ensure adherence to approved project management processes and governance standards.
Risk, Security and Compliance
- Maintain project risk and issue registers.
- Coordinate and support security accreditation activities.
- Ensure project compliance with CIS policies, security requirements, and accreditation processes.
- Work closely with security stakeholders to obtain necessary approvals.
Stakeholder Management
- Act as the primary interface between business stakeholders and technical teams.
- Facilitate workshops, meetings, presentations, and project reviews.
- Build effective relationships acrossntities and partner organisations.
Financial and Resource Management
- Manage project budgets and financial forecasts.
- Monitor project expenditures and resource utilisation.
- Ensure effective project controls and business continuity planning.
The successful candidate will be responsible for delivering:
- Project outcomes in accordance with approved requirements.
- Complete project documentation and governance artefacts.
- Monthly project status reports.
- Risk and issue management records.
- Security accreditation documentation.
- Project budget forecasts and financial reporting.
Essential
- Minimum of 5 years' experience in ICT project management.
- Proven experience managing software implementation and technology projects.
- Demonstrated experience with security accreditation processes.
- Experience working within software development environments.
- Experience operating within international organisations or multinational environments.
Desirable
- Experience managing contracts or service-level agreements (SLAs).
- Experience delivering cloud migration projects.
- Experience implementing Artificial Intelligence (AI) solutions.
- Experience supporting digital transformation initiatives.
Essential
- University degree in Information Technology, Information Management, Electronic Engineering, Computer Science, or a related technical discipline; or
- Equivalent advanced vocational qualification with relevant professional experience.
Essential Certifications/Knowledge
- Strong understanding of PRINCE2 project management methodology.
- Good understanding of ICT infrastructure and security services, including:
- Directory Services
- Databases
- Public Key Infrastructure (PKI)
- Firewalls
- Enterprise Security Services
- Knowledge of modern software technologies and enterprise applications.
- Excellent project management and organisational skills.
- Strong stakeholder management capabilities.
- Proven ability to manage risks, budgets, schedules, and resources.
- Excellent written communication and report-writing skills.
- Strong presentation and facilitation skills.
- Ability to work effectively in a multicultural and international environment.
- Strong analytical and problem-solving abilities.
- Ability to manage competing priorities and multiple projects simultaneously.
- Limited teleworking may be authorised under exceptional circumstances and subject to line management approval.
Occasional travel to other comtries entities may be required.
Security RequirementsThe successful candidate must:
- Sign and comply with a Non-Disclosure Agreement (NDA).
- Adhere to allsecurity policies and information handling procedures.
- All project documentation must follow client approved templates and standards.
- All developed scripts, documentation, code, and technical artefacts must be maintained -approved configuration management systems and repositories.
- All deliverables, software, documentation, tools, and intellectual property produced under this engagement shall remain the property of the client.
