ClientOverview

The Clientis Ireland's national statistical institute. It is an independent Office withinthe Civil Service under the aegis of the Taoiseach and is responsible for theproduction, coordination and qualitative oversight of Official Statistics forIreland. With a current staffing complement of over 1,300 staff. The clientalso has a large field force (comprised of both permanent and temporary staff)deployed throughout the country to conduct the continuous household surveys andpassenger inquiries at airports and seaports.

The client'swork programme has evolved and expanded significantly in recent years,resulting in increased demands on organisational capacity, project deliverycapability and workforce resources. To support the effective management anddelivery of this growing and increasingly complex portfolio of work, theorganisation wishes to engage the services of an ICT Project Manager.

One largedivision within the organisation (Census) has an established project managementstructure that has been successfully implemented and is operating effectively.The organisation intends to leverage this existing structure, experience andproven practices as the foundation for organisation wide project delivery asapplicable, with appropriate modifications based on business need.

Role Overview

The clientis seeking an experienced ICT Project Manager on a part-time basis over threemonths to help transition a specific project "Digital Data Collection forEnterprise" (DDCE) from initiation and planning phase into implementationphase. The initial engagement is expected to be on a part-time basis over 3months (with potential for 1 extension periods of up to 3-months).

Theobjective is over 3 months to align stakeholders on objectives, agreemobilisation plan, agree programme roadmap and workstreams, scope projectbudget (and align on funding mechanism if required), recommend on projectgovernance (in line with Census PMO best practices) and determine resourceplanning for next phase. Extensions beyond that would focus on delivery of theprogramme to agreed key milestones and supporting development of PMO.

The Clientenvisages that these part-time resources will have the following maximum timeallocation for the duration of this 3-month contract.

The initialengagement is expected to focus on Digital Data Collection for EnterpriseStatistics programme. The Digital Data Collection for Enterprise Statistics(DDCE) programme seeks to create a world-class, seamless, end-to-end approachto the collection, processing and delivery of enterprise-based multi-sourcedata within the client This system should be underpinned by a metadatamanagement system, whereby the source of data is less important than itscharacteristics/use and a single view of data is maintained throughout theprocess. The programme will incorporate all processes from sample frame toclean file with a particular focus on enhancing the respondent experience,managing response burden, improving data quality and efficiency by using commontools and methodologies.

Desired outputs in the first three months are:
  • Objectives: agreedobjectives and deliverables across the DDCE stakeholder group, with adocumented mobilisation plan and decision log
  • Programme roadmap and workstreams: a phased roadmap from initiation through toimplementation, with workstreams scoped and sequenced, and clearinterdependencies mapped and flagged early
  • Budget and funding scoping: a costed view of the project budget with fundingmechanism options and clearly defined budget oversight
  • Governance recommendation: a governance model built on Census PMO best practice,but shaped specifically for DDCE's structure,
  • Resource plan for the next phase: a realistic resourcing model plan for delivery
  • Risk Management Plan: detailing how risks will be assessed, controlled,monitored and mitigated for

Thedeliverables for this engagement are Programme Roadmap, Governance Model,Funding View, Resource Plan, Risk Management Plan.

Additionaldays may also be used, as required, to support the rollout of best practiceproject management methodologies from Census across the wider organisation, andto contribute to the development of portfolio management practices for theorganisation where required

Experience
  • It is amandatory requirement, that the Resource proposed has the equivalent of >4years' experience.
Qualifications

Availability
  • Must beavailable to start from 30th October 2026.
English Language Proficiency (MANDATORY)
  • CEFRC2 Proficiency/Mastery (or equivalent)
  • Ifthere is no certificate, fluency will be assessed at presentation stage
Engagement
  • Part-time commitment: 0.6FTE (roughly 60% of a full-time role)
  • Total workdays: 30days across the contract
  • On-site requirement: 5of those 30 days must be worked on-site during the 3-month period
  • Remaining days: 25days can presumably be worked remotely, subject to the contract terms.

Stream Planning and Execution
  • Developand maintain detailed project plans for each assigned stream.
  • Manageand refine scope, deliverables, milestones, and timelines in alignment with theoverall programme roadmap.
  • Ensureplans are realistic, resourced, and baselined.
Reporting and Communication
  • Provideregular updates on progress, risks, and issues.
  • Contributeto stream-level and programme-level reporting, including dashboards andgovernance packs.
  • Ensureconsistent use of reporting templates and tools.
Risk, Issue, and Change Management
  • MaintainRAID logs for their streams and ensure they are updated and integrated into thecentral programme RAID.
  • Proactivelymanage risks and issues, ensuring mitigation plans are in place.
  • Supportchange control processes andimpact assessments.
Stakeholder Engagement
  • Engagewith internal and external stakeholders relevant to their streams.
  • Ensurestakeholder expectations are managed, and communication is clear andtimely.
  • Supportthe development and execution of stakeholder engagement plans.
Quality Assurance and Compliance
  • Ensuredeliverables meet quality standards and comply with governancerequirements.
  • Supportaudits, reviews, and assurance activities as required.
Knowledge Transfer and Capability Building
  • Workalongside internal CLIENT staff to buildproject management capability.
  • Documentlessons learned and contribute to continuous improvement
