Overview

TTM Healthcare are proud to partner with our client in the public sector to recruit for a Permanent Head of Surgical Operations in Dublin.

Location: Dublin 9

Position: Head of Surgical Operations

Hours: Full time hours (35 hours a week)

Pay: €87,469 to €107,195 per annum depending on previous verified public sector experience

Contract: Permanent Role

Role Summary

The Head of Surgical Operations is a senior executive role reporting to the Chief Operating Officer (COO), responsible for providing strategic leadership and operational oversight of scheduled and unscheduled surgical services across multiple clinical directorates, including Surgery, Transplant Urology & Nephrology, Critical Care & Anaesthetics, NeuroCent, and the Scheduled Care Team.

The role focuses on expanding surgical capacity, enhancing the organisation's surgical profile, and driving improvements in efficiency, productivity, and innovation in care delivery. The post holder will use a data-driven approach to capacity planning and performance management, optimising the utilisation of existing resources while ensuring alignment with national healthcare targets and standards.

Key Responsibilities and Duties
  • Lead the strategic planning and operational delivery of scheduled and unscheduled surgical services.
  • Drive service expansion, innovation, and efficiency improvements to increase surgical capacity and performance.
  • Provide operational oversight of theatre utilisation, scheduling, and patient flow to maximise productivity.
  • Work collaboratively with clinical and operational leaders to support effective workforce planning and service sustainability.
  • Lead and implement service redesign initiatives, including extended hours or enhanced service models.
  • Use data and performance analytics to inform capacity planning, demand forecasting, and decision-making.
  • Develop and maintain strong internal and external stakeholder relationships to support service delivery and patient access.
  • Monitor and ensure delivery of performance targets, waiting list management, and regulatory compliance.
  • Provide leadership and management to senior operational staff, promoting a culture of continuous improvement.
  • Oversee financial and resource management, ensuring services operate efficiently and meet organisational objectives.
Qualifications and Experience

Essential

  • Educated to degree level.
  • Minimum of 7 years senior management experience in an acute hospital environment.
  • Proven track record in strategic planning, operational management, and service development.
  • Experience managing large multidisciplinary teams.
  • Strong financial and performance management skills.

Desirable

  • Clinical experience.
  • Master's degree in healthcare management or related field.
  • Experience in scheduled care transformation projects.
  • Executive/Senior Management on-call experience.
