We are delighted to be supporting a forward thinking public sector organisation as they continue an ambitious transformation journey. This is a fantastic opportunity for an experienced finance leader to play a pivotal role in shaping the future of a major local authority and the communities it serves.
The organisation is committed to delivering high quality services, championing its local area, and driving positive change for residents, businesses, and the wider economy. With a bold strategic vision and a strong focus on innovation, they are preparing for significant structural change through Local Government Reorganisation (LGR) - a once in a generation shift in how services are delivered across the region.
As part of this evolution, they are seeking a proactive, collaborative, and technically strong Head of Finance (Technical) to lead a critical function and ensure robust financial governance during a period of major transformation.

The Role: Head of Finance - Technical

In this senior leadership position, you will oversee the organisation's technical finance operations, ensuring compliance, resilience, and strategic financial insight. You will work closely with senior leaders and elected members, providing expert advice and driving continuous improvement across the finance function.

Key responsibilities include:

  • Leading statutory accounting, treasury management, taxation, and financial compliance.
  • Acting as a principal Financial Advisor to senior leadership, committees, and decision makers.
  • Overseeing year end processes, closure of accounts, and production of the Statement of Accounts.
  • Managing and developing the Finance Manager and wider Technical, Treasury, Insurance, Income, and Payments teams.
  • Identifying opportunities for innovation, improved compliance, and risk mitigation.
  • Maintaining expert knowledge of relevant legislation, standards, and best practice.

About You

We are looking for a qualified finance professional (CIPFA, ACCA, CIMA or equivalent) who brings:

  • Strong leadership and people management capability.
  • A proven track record of delivering high quality financial services in a complex environment.
  • Excellent communication and influencing skills, with the confidence to advise senior stakeholders.
  • A proactive, solutions focused mindset with the ability to drive innovation.
  • High levels of organisation, adaptability, and resilience in a changing landscape.
  • Experience within local government or the wider public sector is highly advantageous.

Why This Role Stands Out

Alongside a competitive salary, the organisation offers an excellent benefits package, including:

  • Career average pension scheme
  • Generous holiday and sick pay entitlements
  • Subsidised parking and public transport discounts
  • Free gym and swimming membership
  • Cycle purchase scheme
  • Extensive professional development opportunities
  • Flexible and hybrid working
  • Employee assistance programme
  • Supportive, collaborative colleagues and a positive working culture
