Manchester (Hybrid working model, 2 days a week office based, 3 days remote)

The Role:

As our Head of Service Enablement, you'll lead a team at the centre of operational change, ensuring that new services - whether delivered internally or through partners - are fit-for-purpose, robustly tested, and ready for live operation.

You'll shape the service enablement strategy, own critical delivery frameworks, and lead on high-impact programmes. You'll also be the go-to expert for service readiness across the DCC - trusted by execs, delivery teams, and external partners alike.

What will you be doing?

  • Leading end-to-end service transition for new and changing services - from planning to go-live and hyper care.
  • Creating and embedding governance frameworks, risk controls, and readiness testing (OAT).
  • Defining and driving service enablement strategy aligned to business and regulatory goals.
  • Leading a high-performing team of managers and analysts to deliver continuous improvement.
  • Engaging senior stakeholders across DCC, service providers, and customers.
  • Ensuring services are scalable, compliant, and performance-assured (KPIs/SLAs).

What are we looking for?

  • Proven leadership in complex, regulated service environments (e.g. energy, telecoms)
  • Expertise in ITIL/service management frameworks and operational change
  • Strong senior stakeholder management and team leadership skills
  • Experience with large-scale service transitions or migrations
  • (Desirable) ITIL certification, experience in smart metering/energy/telecoms, financial acumen
