Job Description

Head of Commercial

Duration: 6 months initially

Rate: day rate, inside IR35 (flexible, depending on experience)

Working pattern: Hybrid

About the Role

An exciting opportunity has arisen for an experienced Head of Commercial to lead and drive commercial activity across a large and diverse service portfolio.

This role will focus on delivering income generation, commercial growth, and service transformation, whilst ensuring high-quality customer experience and sustainable financial performance across commercial venues, events, and wider community-based services.

Key Responsibilities

  • Lead the development and delivery of commercial strategies and income generation plans
  • Identify and implement new business development and commercial opportunities
  • Drive improvements across commercial venues, events, leisure, and cultural services
  • Oversee commercial performance, budgeting, forecasting, and financial planning
  • Lead service transformation and embed a culture of continuous improvement and innovation
  • Develop strong partnerships with stakeholders, external organisations, and community groups
  • Use market analysis and performance data to inform commercial decisions and service delivery
  • Manage contracts, procurement activity, and supplier relationships
  • Lead and develop high-performing teams across commercial operations
  • Work closely with senior leadership and elected members to support strategic priorities

Key Requirements

  • Proven experience operating in a senior commercial leadership role within a local authority or similarly complex organisation
  • Strong background in income generation, commercial strategy, and business development
  • Experience managing commercial venues, cultural services, events, or leisure-related operations
  • Strong financial management, budgeting, and forecasting capability
  • Experience leading service transformation and organisational change
  • Excellent stakeholder engagement and partnership management skills
  • Strong commercial acumen with a customer-focused mindset
  • Ability to work effectively within politically sensitive environments
