This is an appointment to the HSE Dublin & North East Region on a Public Only Consultants' Contract 2023 by the Health Service Executive. The initial commitment for this post will be to Public Health HSE Dublin and North East for 37 hours per week. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE's National Clinical Programmes including commitment to deliver the relevant performance outcomes.

Main Duties of the Job

Consultants in Public Health Medicine with a special interest in Health Protection will work through and lead multidisciplinary teams, with the authority, autonomy and responsibility assigned by the MOH statutory function to deliver a safe, responsive and nationally integrated, all hazards health protection service. Consultants in Public Health Medicine with a special interest in Health Protection will provide consultant-delivered health protection services across all hazards, and provide national clinical leadership of a defined threat programme for the integrated service.

Consultants in Public Health Medicine with a special interest in Health Protection will:

• Play a key strategic and leadership role in protecting the population from threats to health;
• Provide a consultant-delivered regional health protection service with responsibility and accountability for the end-to-end health protection response and for performance within the remit of their role;
• Lead appropriately resourced multidisciplinary teams, that include surveillance scientists, senior medical officers, trained contact tracers, administrative and operations support;
• Champion a fast, dynamic, agile, integrated and intelligence-led public health response, organised at a Public Health regional level, to deal with all hazards health protection issues as they arise;

The Consultant in Public Health Medicine with a special interest in Health Protection will:

• Work through and leading multidisciplinary teams, with the authority, autonomy and responsibility designated by the MOH statutory function to deliver a safe, responsive and nationally integrated, all hazards health protection service.
• Provide consultant-delivered health protection services across all hazards, and provide national clinical leadership of a defined threat programme for the integrated service.

Strategic and Managerial Duties and Responsibilities:

• Participate and leading change in the specialty and be a central part of any reform process in Public Health Medicine and the wider Public Health function within the HSE;
• Provide clinical leadership and support a standardised approach to the operationalisation of strategic plans within a defined threat programme for the integrated service;
• Identify service development priorities, opportunities, and efficiencies and promote and embed these to deliver an evidence-based and effective Health Protection response;

Professional and Clinical Responsibilities:

• Fulfil statutory obligations associated with designation as a Medical Officer of Health (MOH), having the responsibility and authority to investigate and control notifiable infectious diseases and outbreaks, under the Health Acts 1947 and 1953; Infectious Disease Regulations 1981 and any subsequent amendments to these regulations The Consultant will provide a service in compliance with the Health (Duties of Officers) Order, 1949
• Contribute to action to reduce health inequalities within the remit of the role;

Information about the organisation

The HSE's Public Health Service protects and promotes the health of the Irish population, contributes effectively to major service design and policy implementation, strives to address health inequalities, and ensures a population needs based approach to integrated healthcare delivery.

The Public Health Service has undergone a programme of strategic structural reform to implement a new, consultant-delivered service delivery model aligned to international best practice. There are now six Departments of Public Health based within the new Regional Health Authority (RHA) structures reporting to the Regional Executive Officers.

The new model radically changes the governance and operating structure within Public Health, introducing a more fit-for-purpose national and regional management structure, with strong clinical leadership across each of the domains of Public Health practice. The model is striving to rebalance capacity to deliver effectively across all four domains of public health: Health Protection, Health Intelligence, Health Service Improvement and Health Improvement. The model seeks to optimise the contribution of consultant expertise to deliver greater impact across an expanded remit of service provision. Consultants in Public Health Medicine (CPHM) lead multidisciplinary teams including, for example: surveillance scientists/epidemiologists, senior medical officers, research and information staff, administrative and, crucially, robust operations and management support. As part of the continued implementation of the Sláintecare Programme, Public Health looks forward to welcoming and engaging in relation to the transition of Health & Wellbeing Services, Vaccination Teams, etc to our expanding teams.

The appointment is whole-time, permanent and pensionable.

The annual salary will be as set out in the Public Only Consultants' Contract 2023. Medical Consultants Salary Scales from 1st June 2026:

The standard working week applying to the post is: 37 hours per week.

The annual leave associated with the post is: 30 Working Days per annum.
