Bury Council 9-month Contract £300 - £400 per day (Umbrella/Inside IR35)

Bury Council are undergoing a major finance transformation programme and require a communications professional who can take full ownership of engagement, communications and stakeholder management.

You'll be embedded within the programme, acting as the dedicated communications lead owning the communications workstream, engaging with stakeholders, and maintaining programme momentum.

This is a highly visible role working alongside programme leaders, finance stakeholders and corporate communications teams to drive engagement and readiness ahead of a critical programme go-live in April 2027.

Key Responsibilities

• Lead all communications and engagement activity for a large-scale finance transformation programme.
• Develop and own the programme communications strategy, plans and forward schedules.
• Create engaging staff communications, campaigns, briefings, toolkits, presentations and leadership materials.
• Build strong relationships with senior stakeholders, programme teams and operational leaders.
• Ensure communications align with programme milestones and business readiness activities.
• Translate complex technical and finance-related information into clear, engaging and accessible communications.

About You

We're looking for an experienced change communications professional who has successfully supported complex organisational transformation programmes.

You will bring:

• Proven experience leading communications and engagement for major organisational change or transformation programmes.
• Experience supporting finance transformation, such as ERP implementations, Unit4/Agresso, Oracle, SAP or similar, would be helpful.
• Strong experience developing and owning communications plans while delivering high-quality communications and engagement activity.
• Experience operating in complex, highly regulated or high-risk environments such as local government, public sector organisations, utilities, rail, healthcare, emergency services or similar.
• A practical, delivery-focused approach with the ability to balance strategic thinking and hands-on execution.

Working Arrangements

• Hybrid working with an expectation of two days per week in the office.
• Regular on-site presence in Bury will be essential during critical delivery periods.
