Job Description
Summary:

Our client is seeking an experienced Capital Projects Manager to support the delivery and oversight of a capital works project in the public sector, in Waterford. The successful person will provide independent monitoring, reporting, governance and assurance across the project, ensuring that progress, risks, quality, timelines and stakeholder requirements are clearly managed and reported. The role would suit a senior project professional with proven experience in public or private sector capital works projects, strong contract management capability and the ability to provide clear, objective advice to senior stakeholders.

Responsibilities:
  • Provide independent project monitoring services for a capital works project.
  • Monitor project progress against agreed timelines, milestones and deliverables.
  • Review and report on project risks, issues, assumptions and dependencies.
  • Support the client in understanding project performance, emerging risks and required actions.
  • Provide clear, structured reporting to support decision-making.
  • Assess whether the project is progressing in line with agreed requirements and expected standards.
  • Support governance, quality assurance and performance monitoring processes.
  • Identify potential delivery issues and propose practical mitigation measures.
  • Liaise with relevant stakeholders and maintain clear communication throughout the project.
  • Escalate issues appropriately and support problem resolution where required.
  • Contribute to contract management, including performance measurement, communications, reporting structures and continuity of service.
Qualifications & Experience:
  • Proven experience in project monitoring, project controls, project assurance or capital project oversight.
  • Experience working on public or private sector capital works projects.
  • Strong understanding of public capital works project structures, stakeholder requirements and delivery environments.
  • Demonstrable experience providing similar services on relevant projects within the last three years.
  • Experience supporting contracting authorities, public bodies or large client organisations.
  • Strong contract management and governance experience.
  • Ability to prepare clear project plans, timelines, milestones and assumptions.
  • Strong risk identification, issue management and mitigation planning skills.
  • Experience preparing formal reports for senior stakeholders.
  • Previous experience working with universities, public sector bodies or education-sector capital projects would be advantageous.
  • Experience of projects of similar or greater scale/value would be advantageous.
  • Experience operating at Senior Consultant, Manager, Director, Principal or Subject Matter Expert level would be advantageous.
  • Formal qualifications in project management, construction, engineering, quantity surveying, architecture, programme management or a related discipline.
  • Familiarity with public procurement, public works contracts or Irish public sector capital project governance would be advantageous.
  • Strong project monitoring and reporting, contract management, risk and issue management, quality assurance, stakeholder communication, governance, project planning and scheduling skills.
  • Candidates should be able to demonstrate examples of similar project monitoring or capital works assignments, including relevant client/project references and clear evidence of their role, responsibilities and contribution.
  • Candidates should be able to demonstrate relevant qualifications and professional experience and availability to support the project for the required contract term.
