Job Description
The Role

The Facilities & Fleet Functional area is responsible for obtaining and maintaining Uisce Éireann's headquarters and regional offices, including activities such as: security, reception services, spatial planning, fleet and transport management and cleaning and building maintenance. The function has the responsibility of delivering a highly effective Facilities Management Service for Uisce Éireann, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all Uisce Éireann's facilities and locations and the management of the company's fleet.

The Facilities Investment team is responsible for developing and overseeing both major and minor building capital projects within budget and on time. The team delivers the current and future Facilities Investment portfolio and is accountable and responsible for the delivery of the investment portfolio in strict compliance with Uisce Éireann policies and governance requirements.

Reporting to the National Property and Projects Manager, the Capital Project Analyst South will support the delivery of Capital Projects and Programme across Uisce Éireann, providing efficient service and maximizing key internal and external relationships to achieve the company's objectives.

Main Duties and Responsibilities
  • Supporting the delivery of multi-disciplinary projects from conception through to completion in commercial offices, operations centres/stores and asset operation sites.
  • Support the National Property and Projects Manager to define, maintain and report on the portfolio of projects and programmes with defined metrics and KPIs to track performance and provide status reports.
  • Support day to day management and oversight of the Facilities CAPEX budgets and expenditure and alignment of spend and budgets with regulatory allowances.
  • Support month and year end accounts close out process and ensure that appropriate controls and accounting practices are adhered to.
  • Support creation of project and programme financial forecasts, working with stakeholders across Facilities, Finance and the wider business.
  • Support Facilities project teams with monthly financial processes, ensuring receipt and accrual processing aligns with approved Finance and Governance processes.
  • Track CAPEX expenditure against individual projects and programmes and provide analysis on variances versus forecasts, supporting remediation of variances as appropriate.
  • Support Facilities project close out process, ensuring actual cost and benefits realised are accurately and fairly captured and reported upon.
  • Support annual financial planning activities for Facilities, including formulation of overall CAPEX budgets and forecasts in collaboration with the Facilities Management team and alignment with regulatory allowances and needs.
  • Manage, direct and track third party resources that support the delivery of the capital projects portfolio including engineering consultants, main contractors and specialist vendors.
  • Manage procurement of capital works, engineering consultancy, furniture, security and specialist ICT systems.
  • Complete tender documents (mini tenders from frameworks or applicable full OJEU tender process), manage queries and complete tender assessments.
  • Manage and authorise all commercial aspects of contracts including issuing POs, approving invoices, processing/approving interim payments and agreement and close out of the final account.
  • Develop and maintain strategic relationships with stakeholders to ensure successful capital projects' delivery.
  • Manage the completion of safety files, complete amending asset registers.
  • Draft content for inclusion in reports and communications to staff and senior management.
  • Support development and maintenance of Capital Project Standard Documentation to align with Uisce Eireann project delivery cycles.
  • Identify areas of unsatisfactory performance and undertake fault analysis, proactively recommend and implement solutions and modify policies and procedures as required.
  • Other duties as may be assigned from time to time.
  • The role requires flexibility to extend working hours, work across regions as required, and possibly join the on call rota.
General Duties and Responsibilities
  • Collaborate with key internal stakeholders across the UÉ business.
  • Promote and deliver health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and achieving health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results within the Directorate and supporting organisation wide objectives.
  • Other duties as required.
Knowledge, Skills and Experience
  • Relevant third level engineering or business qualification or equivalent.
  • Relevant experience in project management, business change implementation and financial reporting.
  • Ability to develop and maintain effective partnerships with key stakeholders internally and externally.
  • Proven ability to manage and authorise all commercial aspects of contracts.
  • Desirable to be a certified practitioner in one of the recognised PM methodologies such as Prince2 or PMP.
  • A minimum of 3 years' experience in the water, utilities or similar industries is desirable and/or relevant experience.
  • Proven track record with dealing with complex issues, proactively and in a timely fashion and ability to communicate information to others.
  • Highly motivated individual, working to the highest professional standards with proven ability to deliver results within a team.
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions.
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
  • Proactively identify new areas of improvement and use newly gained knowledge and skill on the job.
  • Full clean driver's licence.
