The NHS Capital Funding landscape is changing dramatically and provides multiple opportunities for a forward thinking Trust to access funding to support projects that reduce Critical Infrastructure Risk and support safe and effective patient care.
We are seeking an experienced and strategically minded Capital Programme Manager to manage and deliver the Trust Capital Programme. This role will lead the delivery of a complex, multi million pound capital investment programme across our three acute hospital sites: Worcestershire Royal Hospital, Alexandra Hospital (Redditch), and Kidderminster Treatment Centre.

Main Duties of the JobThe Capital Programme Manager will have overall responsibility for the planning, governance and delivery of the Trust's Capital Programme, managing a team to deliver a diverse programme of projects from feasibility through to commissioning, handover and operationalisation.
- Lead the development, management and delivery of the current and future Capital Plan aligned to Trust Strategy and the 10 year Infrastructure Plan
- Provide senior leadership and line management of the Capital Planning Team
- Establish and maintain robust capital project governance, including the development of procurement strategies
- Ensure compliance with Trust Standing Financial Instructions, procurement regulations, CDM Regulations and the Building Safety Act
- Provide strategic oversight of capital budgets and financial performance
- Support the development and submission of external funding bids
- Work collaboratively with clinical, operational, IPC, fire safety, health & safety, digital and PFI stakeholders
- Lead on sustainability and Net Zero capital programmes
- Ensure effective commissioning, handover and post project evaluation
The post holder will be expected to work a minimum of 3 days on site, depending on activity, and will deputise for the Director of Estates & Facilities - Strategic Estates as required.

Key duties include:
- Direct responsibility for delivery of all stages of funded capital works schemes across all three sites.
- Oversee development and execution of the current and future Capital Plan.
- Ensure compliance with Trust Standing Financial Instructions and Procurement regulations.
- Establish robust project governance, chair project boards when appropriate.
- Conduct post project evaluations and apply lessons learned.
- Support the Deputy Director of E&F in the development of the Estates Strategy.
- Develop and submit bids for external funding, maintaining a pipeline of prioritised bids.
- Line manage the Capital Planning team and deputise for the Director of E&F - Strategic Estates at all levels.
- Work flexible hours, including weekends and evenings, and may participate in Estates and Facilities On Call Management Rota.
- Lead and manage Capital Project Managers and external consultants.
- Commission and manage contractors and professional consultants and oversee performance reviews.
- Build and sustain effective relationships with key individuals across the Trust.
- Plan and deliver stakeholder engagement to secure commitment and shared understanding.
- Identify and manage stakeholder concerns, including challenging situations, to achieve resolution.
- Communicate complex issues clearly to a wide range of audiences.
- Prepare concise, high quality reports and papers; highlight risks, escalations and recommendations.
- Prepare outline business cases - feasibility work, budget estimates, programmes, drawings/specifications, tenders and reports.
- Support completion of full business cases by preparing design options, detailed design, financial and contract information.
- Establish and lead Capital Project Boards as required.
- Record and advise on derogations from statutory/non statutory guidance.
- Work with project and finance leads to set budgets and monitor variances.
- Manage project budgets for capital works and purchasing of assets.
- Plan and secure resources required to deliver large scale projects.
- Procure and manage external consultant support and monitor performance against requirements.
- Negotiise with a commercially driven PFI delivery partner to ensure value for money and programmes are delivered on schedule.
- Maintain relevant knowledge and skills and manage own CPD programme.
- Participate in the Trust's Personal Development Review and undertake appraisals as required.
- Maintain knowledge of Trust policies, procedures and strategic direction.
- Understanding of NHS Acute Trusts and the local, national and regional landscapes.
- Proven knowledge of RIBA Plan of Work.
- Articulate presentation skills for complex ideas and proposals.
- Clear understanding of governance routes.
- Skilled in production of project documentation such as Gantt Charts and risk logs.
- Knowledge of construction procurement methods.
- In depth knowledge of CDM and Building Safety Act regulations.
- In depth knowledge of HTMs/HBNs.
- Ability to resolve conflicting priorities effectively.
- Detailed understanding of current NHS capital funding strategies.
- Degree level education or equivalent experience in building services / construction project management.
- Post graduate qualification in a relevant subject or equivalent level of experience.
- Project Management Qualification such as PRINCE2 or APM.
- NEBOSH, National General Certificate or H&S for Construction.
- ILM Level 3 or similar.
- Membership of a professional institution such as RICS, RIBA, CIBSE or CIOB.
- Positive, collaborative approach to working with other teams.
- Strong negotiation, facilitation and networking skills.

- Prioritises work of self and others to meet demands.

- Holder of a current driving licence; access to a vehicle for travel around the county required.

- Proven project management skills and/or PMO experience.
- Over 4 years of experience in NHS capital project management.
- Experience in the financial management of a programme of capital works.
- Significant experience coordinating multiple projects of varying values in a live clinical environment.
- Demonstrable experience commissioning new health service facilities in an NHS environment.
- Experience managing a project management team.
- Experience managing construction contractors and external support consultants.
- Experience managing an overarching Capital Plan.
- Experience supporting the development of an NHS Estates Strategy.
- Experience developing and submitting bids for external capital funding.
- Ability to conduct post project evaluation and apply learning.
