The Role: The Asset Operations functions form the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operational Control function has responsibility for developing, implementing, and managing the activities of key technical teams and infrastructure, which provide expertise and excellence on a national basis in collaboration with, and complementary to, the Regional and Local delivery of routine front-line water and wastewater services.

The Field Instrumentation Services (FIS) team manages a significant and growing technology estate, including Instrumentation, Control and Automation, SCADA and Telemetry, critical to supporting the safe and reliable operation of Uisce Eireann's water and wastewater services. The FIS team will maximise the value of field technology assets to enhance operational resilience, through the optimisation of field operations and continued strategic development of the Intelligent Control Centre.

The Telemetry Maintenance team is the overall custodian of the National Telemetry System (NTS), providing preventive and reactive maintenance to telemetry outstations, optimisingperformance and reliability across the UÉ asset base. The team also manages the ongoing operation of the NTS outstations to provide remote oversight of UÉ assets nationwide. Reporting to the Field Services Senior Manager, the Telemetry Maintenance Services Manager will be responsible for leading a team tasked with ensuring that the quality of the provision of Telemetry infrastructure is of the highest standards to provide the required level of oversight to UÉ. They will also lead the core administration of the NTS, user management and system capability, in addition to hardware servicing, and firmware & software maintenance.

Main Duties and Responsibilities:
  • Define, own and continuously improve telemetry maintenance standards, specifications and procedures to ensure consistent, high quality maintenance delivery across all four regions.
  • Develop and manage a preventive maintenance programme across the full outstation estate, balancing reactive demand with planned maintenance activities to optimise system reliability.
  • Establish and maintain a maintenance prioritisation framework that enables the team to triage and respond to faults effectively across a large and complex estate of legacy and modern outstations.
  • Lead the remediation and lifecycle management of legacy outstation types across the estate, including planning for the transition away from obsolete technologies.
  • Set and track maintenance performance targets including response times, fault resolutions rates and outstation availability, providing regular reporting against these metrics.
  • Own the firmware, software and hardware lifecycle management process across the outstation estate, ensuring currency and compliance at all times.
  • Lead the Telemetry Maintenance Services team across the areas of system support, fault management, preventive maintenance, system reliability and outstation availability to meet business requirements across the estate.
  • Manage the ongoing operation of the NTS.
  • Manage a skilled team of technical professionals, promote cross-functionality, and manage the development of skills, competencies, and capabilities within the team.
  • Proactively engage with and support the Telemetry Design Services Team when required, sharing system information and learnings from system maintenance health checks.
  • Provide upstream support and issue resolution to the ICC alarm handling team for issues relating to signal provision and alarm generation.
  • Collaborating with Operational Technology (OT) on solution deployment and support to ensure compliance with Telemetry Strategy.
  • Leading the governance of telemetry system to ensure compliance with Cyber Security statutory requirements.
  • Provide status updates and KPI's for management and Balanced Scorecard reports on Uisce Éireann Telemetry systems.
  • Manage contracts and relationships with Suppliers.
  • Ensure the continuous improvement of Telemetry Maintenance Service processes.
  • Review all incidents and problems to identify trends to take corrective actions.
  • Manage and conduct the performance management and development processes for direct reports.
  • Coach, mentor and further develop the team to high performance in delivering Telemetry Maintenance services to Uisce Éireann with a strong customer service focus.
General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business, including but not limited to; Asset Operations, ICC team, OT Field teams, IDD, Asset Planning IT/OT
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
  • Other duties as required.
Knowledge, Skills and Experience:
  • Relevant third level qualification and or accreditation is desirable
  • A minimum of 7 years' relevant experience required. Experience in the water, utilities or similar industries is desirable and or relevant experience
  • Proven technical experience in Telemetry, SCADA and control systems is essential, along with demonstrable experience in the maintenance and support of these systems in an operational environment.
  • Experience with Water Utility telemetry systems, alarm management, remote asset monitoring, water management systems desirable.
  • Proven experience managing preventive and reactive maintenance programmes across a large and geographically dispersed asset base.
  • Experience managing field-based technical teams across multiple regions, including remote coordination and performance management.
  • Demonstrated experience in fault management, root cause analysis and implementing corrective maintenance programmes at scale.
  • Experience managing the lifecycle of legacy infrastructure, including remediation planning and transition to modern systems.
  • Familiarity with NTS or similar telemetry systems, including user administration, firmware management and system health monitoring.
  • Demonstrated leadership ability, proactive development, motivation, and engagement of staff
  • We work better together - experience managing a large team, with strong people, change management and conflict resolution skills
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders
  • We aim high - proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • We do the right thing - experience of supporting policies, systems and controls and driving the implementation of progressive policies.
  • Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
