Cornwall Partnership NHS Foundation Trust is seeking an experienced and motivated Transport Manager to lead and develop our Transport Services across the county. This is a key role within our Estates & Facilities Directorate, ensuring safe, compliant, cost effective and sustainable transport provision for our staff and services.

You will be responsible for the operational and strategic management of the Trust's fleet, transport contracts, policies, and performance. Working closely with internal stakeholders, external partners and the Sustainability Manager, you will help drive the Trust's commitment to Net Zero and modernise our approach to NHS transport and business travel.

This role represents an exciting opportunity for a proactive leader with strong technical expertise and a passion for service improvement, efficiency, and sustainability.

Main duties of the job
  • Lead, support, and develop the Transport Team, providing clear direction and ensuring high standards of service delivery.
  • Manage day to day and strategic budgets, ensuring value for money and adherence to procurement legislation and SFIs.
  • Oversee fleet compliance, vehicle procurement, maintenance, safety, and performance monitoring.
  • Provide specialist transport advice and guidance to managers, stakeholders, and service users.
  • Develop and maintain policies, procedures, fleet risk registers, and operational support systems.
  • Manage contracts and supplier relationships, ensuring KPIs and quality standards are met.
  • Support delivery of the Trust's Travel & Transport Strategy, including initiatives aligned to Net Zero.
  • Produce reports, business cases, ERIC returns, audit evidence and other data for governance and planning.

Promote best practice, health and safety, and legislative compliance across all transport activities.

Person Specification Education / Qualifications and Relevant Experience
  • Educated to degree level in relevant subject or equivalent experience
  • Evidence of continuing Professional Development
  • IT literate and competency with all MS Office applications
  • Experience of contract management across large sector
  • Prince 2 Project Management or equivalent
  • Safety qualifications - IOSH
  • Knowledge of Trust Policies relating to lease car provision and business travel
  • Experience of working within the NHS
  • Specialist knowledge of vehicle legislation, Trust Standing Financial Instructions and PASA National Framework Agreement for Vehicle Lease and Purchase, Medical Devices Guidance and LOLER
Skills and Aptitude
  • Ability to lead a team
  • Good standard of numerical and literacy skills
  • Effective communication skills able to produce high quality reports, presentations and develop complex but logical procedural documentation from analysed and interpreted information
  • Ability to redesign services to meet evolving needs and manage change processes
  • Working knowledge of applicable transport legislation
Knowledge and abilities
  • Ability to work with a high level of autonomy on own initiative and as part of a team.
  • Ability to present and train others in transport services requirements
  • Ability to review contract/contractor requirements/documentation and communicate it effectively for all level of staff to understand experience operating as a manager within an Engineering discipline.
  • Familiarity with the structure, working & culture of the NHS.
