Tenancy Relations Officer - Ref: EE01026

Our Housing & Customer Engagement Service area covers a wide remit including the private sector team, homelessness and housing options, asylum seeker and refugee, Gypsy and Roma Traveller, affordable housing and policy. We are looking for a Tenancy Relations Officer with relevant qualifications and experience.

Key responsibilities include:

  • Protect tenants from unlawful eviction, discrimination and poor practice within the private rented sector, ensuring residents can live safely and securely.
  • Provide specialist advice to tenants and landlords on their rights and responsibilities under housing legislation and assist in the resolution of disputes, including rent arrears, maintenance issues, and eviction processes.
  • Carry out and assist investigations and enforcement to protect residential occupiers, promote housing rights, tackle criminal, rogue and irresponsible landlords and prevent homelessness.
  • Work closely with other council services such as Housing & Welfare, Legal services and other partners on complex and sensitive cases.
  • Play a pivotal role in ensuring the safety and quality of private sector housing while actively engaging with the new duties outlined in the Renters Rights Bill.

Qualifications and experience required:

  • Degree level or equivalent qualification relevant to homelessness, housing, law, social work, customer service or information advice and guidance, or evidence of extensive experience in a tenancy related field.
  • Qualification or formal training in an enforcement related discipline.
  • Experience of providing advice on housing and tenancy requirements to landlords and tenants.
  • Significant experience of working in a housing environment or recent experience of working in a housing or support service.
  • Proven experience in a housing related role, such as a tenancy officer, housing adviser, or similar position.
  • Experience applying homelessness and housing related legislation and case law.
  • Knowledge of legislation, guidance and case law relevant to the role.
  • Competency to prepare witness statements and give evidence in court or tribunal for prosecutions/hearings.
  • Understanding of the rights and responsibilities of landlords and tenants and the changes brought by the Renters Rights Act 2025.
  • Confidence in managing conflict, challenging behaviour and emotionally sensitive situations with calmness and professionalism.
  • Understanding of the statutory duties and powers under the Housing Act 2004, Housing & Planning Act 2016, the Renters Rights Act 2025 and related regulations.
  • Good levels of effective IT skills and the ability to use ICT to achieve work objectives.
  • A valid UK driving licence is essential.
