A leading Housing Builder is seeking a Technical Design Manager to join their Technical team based in Warrington.

Role Overview

Reporting to the Technical Director, you will be responsible for controlling and coordinating the design process. Your duties will include:

1. Pre-Contract - managing design feasibility/review, value engineering, planning surveys, energy strategy, sustainability, construction techniques, and other elements as required by the Planning Director.
2. Supporting the Estimating team with PQQ and tender submissions.
3. Commissioning the Pre-Construction Stage - including planning and feasibility reports such as ground investigation.
4. Compiling and reviewing design and pre-construction programmes.
5. Producing the Schedule of Service Document(s) for Designer/Consultant appointments, liaising with QS over appointment and warranty completion.
6. Chairing and organizing periodic design team meetings and M&E client design meetings, and collating/distributing minutes.
7. Value engineering design proposals in collaboration with the project team.
8. Ensuring adherence to design and contractual standards, employer's requirements, HQI information, and addendum specifications during design stages.
9. Managing the production and review of design information during pre-contract and construction phases.
10. Liaising with land teams for financial analysis of sites.
11. Providing technical advice on remediation, drainage, services, highways, and foundations.
12. Maintaining and managing pre/post development costs for fee expenditure.
13. Overseeing the adoption of scheme roads and sewers.

Skills & Experience

• Strong technical understanding and construction knowledge, including engineering standards, building regulations, planning guidance, and funding criteria relevant to affordable housing.
• Commercial awareness to develop design proposals that maximize efficiency and profitability within approval constraints.
• Relevant design and construction experience within contracting or development organizations.
• Qualifications in construction (Degree, HND/HNC, CPD).
• Site-based construction experience preceding design-oriented roles.
