The Technical Analyst, Commercial Liaison is responsible for liaising with committee appraisal teams and with NHS England. They will provide an assessment of commercial risk at an early stage and develop detailed technical briefings to inform and support NHSE in their commercial engagements with technology developers. You will be required to establish and maintain effective working relationships with internal teams, NHSE, and external stakeholder groups, and contribute to the development of high-quality methodological practice across the Commercial and Managed Access Programme and the Appraisals Programme.

You will have skills in health economics, healthcare commissioning, clinical evidence, epidemiology or related areas, will be commercially confident and will be an enthusiastic analyst with a relevant postgraduate qualification (e.g. health economics, public health, clinical pharmacology, health service research).

The cover is anticipated to be until 15 June 2026. This is a great development opportunity to gain experience in the Commercial Liaison Team either full or part time. As the CLT continue to support Technology Appraisals and starts to explore how it supports HealthTech and the Whole Lifecycle Approach this would be a great opportunity for someone from those areas to understand the work we do and help us develop our support to these areas as they evolve. This could also be completed as a part time role alongside your current role.

Main duties of the job

The Technical Analyst plays a key role in providing technical expertise on the commercial elements of Health Technology Assessment, working alongside the Technical Adviser on a portfolio of projects. Responsibilities include:

• Developing and supporting the early identification of appraisal topics with high commercial risk
• Preparing and presenting structured briefings of evidence and specialist advice to facilitate effective commercial engagement by NHSE, including selecting the key evidence to be presented
• Working with the Technology Appraisal Stakeholders, Advisory Committees and external Technology Assessment Groups
• Frequent use of standard office management software and manipulation of economic models in specialised software packages.

About us

The Commercial and Managed Access (CMA) team supports NICE guidance producing programmes by facilitating and streamlining interactions with key health system partners and companies to support access to cost-effective technologies and value for money in healthcare. As part of CMA, the Commercial Liaison team provides an interface between NICE guidance production and the NHS England (NHSE) Commercial Directorates to ensure that:

• the value judgements made by NICE committees in the development of guidance are effectively translated and incorporated into those used in related commercial engagements led by NHSE;
• NHSE are supported in understanding the impact of these judgements on the commercial arrangements they are developing with companies;
• commercial arrangements are assessed to ensure they do not introduce unduly complex monitoring, disproportionate additional costs, burden and bureaucracy to the NHS; and
• there is alignment between NHSE and NICE guidance production processes that supports timely access for patients to cost-effective and affordable technologies.

Person Specification Qualifications

• Relevant postgraduate qualification in a quantitative subject or health-related subject, or equivalent level of knowledge acquired through experience and further training/development

Experience

• Experience of working in one of the following fields: Health economics, Healthcare commissioning, Clinical evidence, Public health and health policy, Epidemiology, and how your experience is relevant to the role

Experience

• Experience in working with a range of individuals, external stakeholders, and organisations, ideally in a healthcare setting, and how it is relevant to the role

Knowledge

• An understanding of the principles of evidence-based healthcare, critical appraisal and the interpretation and synthesis of health care research evidence

Skills

• Ability to manipulate, analyse and critique economic models, highlighting the types of models and software used

Other

• Good attention to detail with a thorough and systematic approach to tasks and high standards of accuracy
