Key ResponsibilitiesThe Subcontracts Manager will lead, oversee and manage all assigned subcontract activities for Petrofac's Asset Solutions business in accordance with the Supply Chain Management functional objectives, ensuring effective processes, procedures and resources are deployed.
Reporting to the Subcontracts Manager - Asset Solutions, this position requires independent initiative, working directly with business line stakeholders to plan, tender and manage all subcontract activities in line with Petrofac best practice.
- Accountable for the leadership, performance and management of a team comprising Subcontracts Specialists, Senior Subcontracts Specialists and Contract Assistants.
- Plan and deliver all subcontract activities required in support of tendering, pre FEED, FEED and project execution activities within the business line.
- Provide strategic management and hands on delivery and implementation of subcontract activities.
- Lead and manage a subcontracts team ensuring compliance with Petrofac's policies, processes and procedures across a portfolio of projects and clients.
- Manage the delivery of the full subcontract activity cycle from requirement identification through to contract close out.
- Maintain and monitor subcontract governance, identifying and implementing improvement opportunities and risk mitigation.
- Lead, manage and monitor the development and implementation of subcontracting strategy papers.
- Lead, manage and monitor asset transitions, ensuring timely development and negotiation of back to back subcontracts.
- Develop subcontract asset plans that align with overall business strategy and client requirements.
- Drive the development and implementation of standardised ITT and contract templates.
- Provide oversight and direction to the team in preparing, issuing and managing ITT packages, including commercial evaluations and award recommendations.
- Review and approve contract drafts, negotiations and amendments.
- Ensure robust contract change control processes are followed, including logging and approval of all amendments and variations.
- Prepare and review contract approval paperwork (SSJ, RRC, BURRC and Tender Board documentation) in support of ITTs and awards.
- Lead negotiations on contract terms with suppliers in line with Petrofac Best Practice, justifying significant exceptions for senior management approval.
- Ensure all subcontracts include appropriate back to back coverage with client terms, with exceptions approved in line with the DoA.
- Ensure team compliance with company processes, governance and SCM procedures in all subcontracting activities.
- Drive and monitor subcontractor performance management plans, including formal performance reviews.
- Lead, manage and monitor subcontracting strategy and planning to support asset transitions and the broader SCM Transition Plan.
- Lead, manage and monitor resolution of subcontractor disputes and claims in coordination with legal and commercial teams.
- Contribute to and promote a performance culture within the subcontracts team, improving focus on performance and value creation.
- Build and lead a performance driven subcontracts team, promoting accountability, development, and operational excellence.
- Actively manage team workload, priorities and succession planning for effective coverage across projects and regions.
- Hold functional DoA responsibility for approval.
- Develop and implement subcontracting strategies aligned with project delivery requirements, client expectations and Petrofac policies and procedures.
- Analyse project and operational plans, schedules and scopes to inform subcontracting approaches and timelines.
- Provide accurate, timely updates, reporting and insights to internal stakeholders for decision making and project execution.
- Manage a diverse portfolio of subcontracting activities across multiple projects, clients and geographies.
- Proactively identify and mitigate risks, capitalising on opportunities within the subcontracting lifecycle.
- Forecast and manage subcontract resource requirements, ensuring appropriate team capacity and capability.
- Lead, mentor and develop a high performing subcontracting team, fostering continuous improvement and building functional capability.
- Resolve internal and external challenges through effective communication, collaboration and stakeholder management, aligning with business priorities.
- Experience building, developing, leading and managing subcontracts.
- Proficiency with Microsoft Office.
- Several years of experience with onshore and offshore contract terms (LOGIC On and Offshore Services terms and conditions, service agreements, rental agreements, purchase agreements, charter parties, confidentiality agreements, EPCI contracts).
- Experience drafting contracts across differing commercial and contractual arrangements.
- Demonstrated end to end subcontract execution for onshore and offshore services.
- Extensive experience within project and operational delivery of subcontracts.
- Proven ability to develop, implement and execute subcontracting strategies aligning with project and business objectives.
- Strong negotiation skills with a record of achieving favorable commercial and contractual outcomes.
- Ability to build and maintain effective relationships with subcontractors, clients and internal stakeholders.
- Assertive and persuasive communicator capable of influencing outcomes and defending commercial positions while maintaining professionalism.
- Highly motivated, results driven, proactive, with a focus on delivering against schedules and commercial targets.
- Experienced leader capable of mentoring, developing and motivating subcontracts or supply chain teams in high pressure environments.
- Adaptable and flexible, able to work within dynamic project environments and respond to client and company requirements.
- Strong ethical standards and integrity, promoting transparency and compliance with governance frameworks.
- Committed to health, safety and environmental leadership, proactively managing risks within the subcontractor base.
- Proficient in Microsoft Office applications and experienced in procurement/subcontracting systems such as Oracle, SAP or equivalent ERP platforms.
