Job Description
Service Layer Design Engineer

We are growing the Technical Delivery Team to support the evolution of the Network and incremental business demand in areas such as 4G and 5G Data, VoLTE, VoWiFi and Messaging. This role focuses on Service Layer functions across Messaging, Policy, Steering of Roaming, Signalling & eSIM Entitlement & Orchestration.

Responsibilities
  • Take responsibility for the technical delivery of solutions.
  • Support technical interworking with cross functional delivery teams.
  • Work with the Service Layer DA team and network vendors to produce and manage design documentation.
  • Assist in delivering cost efficient solutions on time.
  • Act as a key point of contact for operational and validation issues.
  • Take responsibility for the life cycle management of systems and roadmap planning.
  • Accountable for routine Service Layer functions, collaborating with partners to drive delivery against architecture and business objectives.
  • Report to the Service Layer Design Authority Manager (Head of Network Solutions & Architecture).
  • Have a level of autonomy in day to day activities of the OSS Design Authority roadmap, supporting programme agility, efficiency, and excellence.
  • Be customer focused and aligned to commercial goals, driving values in day to day technical and operational decisions.
  • Foundation level exposure to Service Layer, Messaging network elements, Service Layer Rating (NG IN & EMM), Policy (PCRF), Signalling (DRA/DSC), Steering of Roaming, Entitlement & Orchestration for eSIM, Messaging, SMSC & IP SM GW, MMSC, Voicemail.
  • Work with product vendors to understand requirements and how the product can support them.
  • Document solution requirements, develop high level designs, and assist in overall design activity.
  • Lead development of technical implementation planning documents such as migration and solution test strategy documents.
  • Translate business owner requirements into specific system, application, and process architecture designs.
  • Develop and deliver high level solution documents and gather requirements for program/project scoped solutions.
  • Work with procurement to ensure vendor proposals are cost effective and fit for purpose.
  • Evaluate server and storage requirements when hardware needs to be sourced separately from vendor software.
  • Support vendor and data centre teams on equipment delivery, installation, patching, and IP connectivity.
  • Ensure solution architecture is compliant and aligned to published network architecture blueprints and technology roadmaps.
  • Review and approve network functional designs, OSS technical designs, interface specifications, and data mappings for the OSS solution.
  • Support the technical lead in complex network transformation projects from the Service Layer perspective for different stakeholders.
  • Provide Service Layer technical leadership and consultancy to RAN, Core, and operation teams.
  • Participate in design sessions, review options, and provide recommendations while communicating benefits, risks, and constraints to business and IT stakeholders.
  • Manage performance and capacity of the technical domain with partners.
  • Build and maintain excellent working relationships with partners to meet current and future needs.
  • Deliver programmes and projects on existing and Telco Cloud networks and IT systems with suppliers, SI partners, and internal teams.
  • Progress fault investigations and maintain Service Layer functions with operation teams.
Qualifications
  • High level understanding of 3G, 4G and 5G core network architectures and demonstrable experience delivering data and voice services.
  • Exposure and foundation knowledge of Gx, Gy, Sy, Sd and R0 diameter interfaces.
  • Exposure and foundation knowledge of PCRF, OCS, IMS and AAA systems and integration points.
  • Exposure and foundation knowledge of VoLTE, VoWiFi architecture and call flows.
  • Exposure and foundation understanding of 3GPP policy and charging control architectures and experience delivering service control and/or online charging mediation.
  • Experience with cloud technologies, including Kubernetes, and hosting applications.
  • Customer centric and solution oriented telecom designer.
  • 18+ months working with stakeholders/vendors, with a good understanding of the telecom product portfolio and design principles.
  • Experience using architecture and modelling tools such as EA, MS Visio.
  • Strong drive for self development, open to feedback, challenges, and opportunities.
  • Ability to contribute to operational plans that prioritize customer experience.
  • Analytical skills to support leadership teams with data and insights.
  • Ability to thrive in a fast paced, changing environment.
  • Foundation knowledge of telecom networking and technologies across radio access, IP, voice and data core.
  • Degree or equivalent in engineering, information technology or a related discipline.
  • 18+ months of experience in service layer and/or core areas.
  • Hands on experience with service layer or core applications from vendors such as Ericsson, Sinch, Mavenir, and Mobileum.
  • Excellent presentation skills, able to convey material appropriate to audience and situation.
  • Systems integration capabilities with software development, applications, and infrastructure experience.
  • Strong customer orientation, influence, creativity, technical and professional expertise, listening, responding, and trust building.
  • Experience assisting in complex systems integration projects for a leading SI.
  • Soft skills for demanding customer situations, negotiations, problem solving and crisis management.
  • Previous experience in telecom operator and/or service provider.
