Senior Product Owner

The NHS Business Services Authority is leading an NHS-led transformation programme to identify and deliver the Future NHS Workforce Solution.The solution will build on the success of the current Electronic Staff Record (ESR) system in support of the NHS People Plan and the wider NHS workforce priorities.

You will be passionate about working collaboratively and enjoy delivering within a fast paced and complex organisation, building trusting relationships with subject matter experts and stakeholders. You will have line management responsibility for a group of Product Owners and will support and mentor others as well as promote the work of the Product team.

Main duties of the job As a Senior Product Owner, you'll be a trusted advisor and product management expert, working closely with stakeholders, suppliers, and users to shape and assure the design and delivery of the Future NHS Workforce Solution.

• Coordinate, oversee and guide the product development process over several different products within a defined portfolio and/or a specific project
• Leading assurance activities across product design, development, and implementation
• Collaborating with NHS stakeholders to validate designs and support change management
• Supporting data migration and ensuring alignment with non-functional requirements
• Driving user satisfaction, uptake, and benefits realisation
• Leading pilot, testing, and implementation planning
• Managing risks and governance reporting
• Line management and professional development of Product Owners and Associate Product Owners
• Work across multidisciplinary teams in an agile and user centric way and have responsibility for the quality of the products you will develop
• Support the Lead Product Owner with initiatives to enhance the overall understanding, quality and consistency of product profession across the organisation
• Able to work collaboratively and manage competing priorities to support the business to achieve successful outcomes and meet internal and external user needs

Job responsibilities As a Senior Product Owner, you will coordinate, oversee and guide the product development process over a number of different products and services, as well as challenge and suggest improvements to our ways of working in order to successfully deliver effective and efficient products which meet user needs and support business goals.

You will work across multidisciplinary teams in an agile and user centric way and have responsibility for the quality of the products you will develop, ensuring our products and services better meet the needs of users and the organisation, whilst ensuring they can be delivered and embedded in a seamless manner.

You will own the design and iteration of products or services, and support delivery teams with your knowledge of user needs and business goals to define scopes and priorities and solve problems for our users and stakeholders. This may be over multiple products or services, changeable landscapes and some of which may be at scale or have strict timescales.You will be passionate about working collaboratively and helping others solve problems and enjoy delivering within a fast paced and complex organisation, working closely and building trusting relationships with key business subject matter experts and stakeholders over multiple specialisms. You will be responsible for introducing and delivering change successfully across a portfolio of products and will need to take a strategic, end to end view in order to meet user needs and realise the strategic requirements of the department.

You will have line management responsibility for a group of our Product Owners and will support, coach and mentor others within the Product team as well as promote the work of the Product team across the organisation. This will also include assisting with the running of the Product Community of Practice and/or other training and development.NHSBSA Senior Product Owners put people at the heart of everything they do. The post holder will lead and promote business excellence, promoting the NHSBSA values and act as a role model. They will be forward-thinking and commercially minded supporting the delivery of an ambitious strategic plan.

In this role, you are accountable for:

1. The successful delivery of user centred products, including owning the product vision and roadmap from inception through to delivery of the product(s) covering all stages of the product lifecycle, owning at least one product yourself and providing oversight across a small portfolio of products within the NHSBSA.
2. You will effectively manage competing priorities, adapting products and services where needed to meet both internal and end users needs, ensuring your product team builds the right things at the right time to maximise user and business value. Work with internal and external customers to analyse the needs and align the product roadmap to strategic goals.
3. Using product management principles and approaches, you will capture and translate user needs into deliverable outcomes for your end user. You will define the minimum viable product and define, agree and amend priorities where appropriate and be responsible for acceptance criteria.
4. You will monitor service quality and set appropriate OKRs in collaboration with interested parties and communicate the achievement and performance of your product to stakeholders. You will use qualitative and quantitative data to make the best decisions about the relative priority of work to improve the product or service (often with incomplete information or degrees of uncertainty involved) and work to continuously iterate near and longer-term plans for your team, ensuring these are suitably open, flexible and adaptive to change.
5. Working closely with operational delivery teams, youll find solutions to overcome operational constraints to deliver successful products across a number of different services. You will ensure products meet the needs of operational teams as well as end users throughout the products entire product life cycle, implementing best practice in new product or service development.
6. Line management responsibility for several NHSBSA Product Owners. Encourage, support, mentor and manage performance of colleagues to ensure role requirements are met and professional development of Product Owners is supported.
7. You will use your subject matter expertise to understand and communicate constraints to manage expectations with colleagues in policy, operations and DDaT as well as regulatory, financial and legal colleagues.
8. Play a key role in facilitating the Product Owner Community to ensure respective product and service teams understand what each other are working on to ensure synergies and opportunities are taken advantage of.
9. Act as an ambassador for NHSBSA products internally and externally and as the primary contact for queries related to the products you are responsible for.
