Job Description

Inline with NHS employment policies, priority will be given to suitably qualifiedinternal candidates, followed by at risk applicants from the wider NHS,before consideration of external applicants.

We manage an annual budget of £4.9 billion to commissionservices which are safe, high quality and accessible for the 1.7 million peoplewho live here. Commissioning meansplanning and funding health services based on the needs of local communities. We work with many different services and organisations organisations to improve health andcare for local people.

This role will be within the team with responsibility forall procurements undertaken for the Integrated Care Board. The team predominantly procures servicecontracts under the Provider Selection Regime but also works within the remitof the Procurement Act 2023. Theprocurement projects are often complex and can take several months tocomplete. The ICB is looking for a teammember who can hold a portfolio of procurements and lead the projects supportedby a team of subject matter experts. Therole will also be heavily involved with market development planning andimplementation to support strategic commissioning. Applicants are expected to have MCIPS and beable to demonstrate experience of working with public sector procurement roles.

This will be a hybrid role, with some requirements foroffice working in respect of supporting complex tenders and attending meetings.

The NHS Suffolk and North-East Essex Integrated Care Board(ICB) plans and buys healthcare services for our population. Person Specification Equality & Diversity
  • Needs to have a thorough understanding of and commitment to equality of opportunity and good working relationships both in terms of day-to-day working practices, but also in relation to management systems in the area
Experience
  • Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent
  • Evidence of post qualifying and continuing professional development
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
  • Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations
  • MCIPS (or equivalent professional membership)
  • Expert knowledge of Public Procurement Regulations and procurement case law
  • Proven negotiation and stakeholder management skills.
  • Advanced training in procurement law, dispute resolution or commercial strategy
  • Familiarity with NHS systems (Atamis, Power BI, Oracle).

  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly

  • Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)
  • Working knowledge of Microsoft Office with intermediate keyboard skills
  • Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
