We have an exciting opportunity for you to join our Resourcing team as a Senior HR Resourcing Advisor, where you will lead creative and innovative recruitment campaigns aimed at providing a positive experience for both candidates and managers. Recruitment is evolving, especially with advancements in AI technology and cross-cutting outreach strategies.
This role offers you the chance to oversee end-to-end recruitment for both high-volume and specialist roles, drive continuous improvement and help shape our resourcing strategy using recruitment data and HR systems. You will be part of a professional team made up of experienced hires and graduate specialist recruiters.
We are seeking someone with a background in public sector recruitment, a thorough understanding of relevant employment legislation and a CIPD Associate Level 5 qualification or equivalent experience. In addition, experience in utilising recruitment data and HR systems to inform decision-making and implement targeted interventions is essential, ensuring that recruitment processes are both effective and continuously improved.

Job Details- Job Title: Senior HR Resourcing Advisor

- Location: Victoria, London on a hybrid basis with a minimum 2 days a week required in the office
- Reporting to: Recruitment Specialist (with additional reporting to the Head of Resourcing for project work)

The Senior HR Resourcing Advisor provides advice and oversees end to end recruitment processes throughout the organisation, ensuring that all activity is fair, timely and complies with public sector policies and employment law. This role takes responsibility for leading high-volume recruitment campaigns, supporting workforce planning and providing guidance to hiring managers on best practice and continuous improvement in resourcing.
Additionally, the postholder plays a key role in analysing recruitment data to inform decisions and drive effective interventions. They act as the main contact for recruitment queries, managing the HR Service Inbox in collaboration with HR Resourcing Advisors to ensure a responsive and efficient service is maintained.
Key AccountabilitiesResourcing & Recruitment Delivery
- Lead and manage end-to-end recruitment campaigns, including senior, specialist, high-volume and business-critical roles, in line with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
- Act as a trusted advisor to hiring managers, providing expert guidance on role design, attraction strategies, assessment methods and selection decisions.
- Ensure recruitment activity complies with public sector recruitment principles, equality legislation and internal governance requirements.

- Oversee the onboarding of recruitment campaigns you are leading, including the processing of payroll and pension documents and collaborating with the HR Advisor (Resourcing) to ensure the process remains professional and inclusive throughout.
Stakeholder Management
- Build effective relationships with senior leaders, HR Business Partners and hiring managers to understand workforce needs and deliver effective resourcing solutions.
- Provide clear, confident advice and challenge where necessary to ensure best practice and consistency.
- Liaise with external suppliers (e.g. advertising agencies, assessment providers, executive search firms) as and when required.
Support Workforce Planning & Attraction
- Support workforce and resourcing planning by regularly updating HR staffing forecasts and service staff forecasts monthly.
- Contribute to attraction strategies, including employer branding, social media and targeted outreach activity. This includes leveraging the LinkedIn Recruiter tool to advertise roles and conduct focused outreach, particularly with an emphasis on promoting diversity and inclusion.
Governance, Data & Reporting
- Contribute to recruitment metric tracking by ensuring all agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) are met and accurately recording campaign data so these are reflected in the monthly corporate scorecards.
- Ensure accurate record keeping and use of applicant tracking systems and HR systems.
- Identify risks and issues in recruitment activity and propose practical solutions.
Process Improvement & Leadership
- Contribute to the continuous improvement of resourcing policies, processes and guidance.
- Lead or support resourcing related projects and change initiatives.
Skills
- Effective communication skills, both written and verbal, with the ability to provide clear and confident advice to a range of stakeholders.
- Demonstrable organisational skills, with the ability to manage multiple recruitment campaigns and priorities simultaneously in line with agreed SLAs and KPIs.

Qualifications
- CIPD Associate Level 5 qualification or equivalent professional experience.
Knowledge
- In-depth understanding of public sector recruitment principles, equality legislation and internal governance requirements, with evidence of applying this knowledge to ensure fair and lawful recruitment.
- Knowledge and application of recruitment legislation and best practice.
Experience
- Demonstrable track record of managing end-to-end recruitment processes including onboarding activities such as payroll and pension documentation.
- Experience in leading end-to-end high-volume and specialist recruitment campaigns.
- Demonstrable experience of accurately recording, tracking and interpreting recruitment data using applicant tracking systems and HR systems to inform decisions and improve processes.
- Evidence of contributing to the continuous improvement of resourcing policies, processes and guidance and supporting or leading projects and change initiatives.
