A public sector organisation is seeking a full-time temporary senior content creator who will lead the planning, creation and delivery of high-quality content across social media and wider organisational channels. The role will be responsible for ideation, scripting and production oversight to support organisational priorities including public awareness campaigns, behavioural change initiatives, corporate communications and stakeholder engagement.
Contract DurationDuration of the contract is as soon as possible for 12 months with two possible extensions of 12 months (total contract duration of 36 months).
Job SummaryThe senior content creator will be responsible for identifying and creating high quality content for use across social media channels and wider organisational platforms. The postholder will ensure content is strategic, audience-led, on-brand and accessible, translating complex information into compelling, clear and culturally relevant content.
BackgroundThe senior content creator will be part of the Communications team within the Partnerships and External Affairs directorate and will report directly to the social media manager. The directorate's role includes raising awareness and providing education through impactful interventions to inform, motivate and support the public to change behaviours. It includes responsibility for communications, campaigns, education, outreach and engagement with the public and key stakeholders.
The senior content creator will work closely with the social media manager and another member of the communications team, while also liaising with various communications agencies.
Scope of RoleThe role holder will provide:
- Creation of content in line with social media strategy
- Ideation, scripting and creative development
- Production and delivery of content across organisational channels

- Responsible for rolling content strategy and editorial calendar aligned to organisational priorities
- Producing high-performing social content (organic and paid) across priority platforms
- Developing scripted and produced video/audio accessible content (short form, long form, explainers, interviews)
- Developing content toolkits and packs for internal teams and external partners
- Responsible for robust content governance (tone of voice, approvals, accessibility and compliance)
- Working with the social media manager to own and maintain the content plan and editorial calendar across always on and campaign activity
- Identifying content opportunities across the organisation (education, campaigns, events, research, stakeholder initiatives)
- Applying audience insight, platform best practice and performance data to optimise planning and formats
- Leading ideation sessions and converting concepts into actionable content formats
- Writing scripts, treatments and story outlines for video, audio and social content series
- Developing narratives that support behavioural change and public understanding while maintaining accuracy and sensitivity
- Producing and/or overseeing content from concept to delivery (pre production, shoot planning, edit direction, final sign off)
- Coordinating internal subject matter experts, contributors, presenters and spokespeople
- Briefing and managing external suppliers (freelancers, videographers, editors, animators) and ensuring value for money
- Developing and circulating content capture schedules ahead of key events
- Supporting and, where required, leading delivery of assets for social channels
- Ensuring content is platform native and accessible (captions, subtitles, aspect ratios, hooks, pacing)
- Collaborating with community management to support engagement and public information needs
- Ensuring all content adheres to brand guidelines, tone of voice and communications standards
- Maintaining content approval workflows and appropriate records of sign off
- Ensuring compliance with accessibility requirements, GDPR considerations and reputational risk standards
- Tracking content performance and providing regular insights and recommendations to improve outputs and impact
- Using learnings to iterate formats, series and production approaches
- Working across departments to identify stories and translate subject matter into public facing content
- Building a content network internally to source ideas and improve collaboration and responsiveness
- Shaping content priorities and formats aligned to communications strategy and organisational objectives
- Leading day to day creative and production decisions within agreed governance and approval processes
- Managing supplier deliverables and quality assurance within approved budgets and procurement rules
- Minimum level 7 qualification in marketing/digital marketing, media studies, journalism or equivalent
- Significant experience (5+ years) in a content role with demonstrable ownership of end-to-end delivery
- Strong track record producing content for social platforms, with a focus on video led content
- Proven scripting and story development experience across multiple formats
- Experience coordinating production workflows and managing multiple stakeholders and deadlines
- Proficient in filming, video production, editing and/or motion graphics
- Excellent writing, editing and storytelling skills (plain English, audience first)
- Strong understanding of platform best practice and accessibility requirements
- Production oversight skills: planning shoots, directing contributors, briefing editors/animators, quality control
- Strong project management, prioritisation and stakeholder management skills
- Sound judgement in reputational risk environments
- Commitment to public service communications, accuracy, integrity and inclusivity
- Ability to translate complex or sensitive information into engaging, responsible content
- High attention to detail and consistent quality standards
- Excellent reporting and analytical skills
- Ability to manage multiple projects simultaneously
- Ability to work as part of a team
- Proven problem solving and decision making skills under pressure
- Current driving licence
- Experience in public sector, safety, health, behavioural change, education or purpose driven communications
- Experience working with presenters/spokespeople and interview formats
- Experience developing content toolkits for partners and internal teams
- Familiarity with paid social creative requirements and performance optimisation
