Job overview Senior Commissioning Officer - Complex Care (Children Learning Disabilities & Autism, Mental Health)

An exciting opportunity has arisen to join us as a Commissioning Officer. This role supports the delivery of high-quality, person-centred services for children, young people and adults with learning disabilities and/or autism, including those with complex mental health needs.

Working across health, social care and partner organisations, you will help coordinate key programmes and interventions that improve outcomes, reduce health inequalities and support people to live well in their communities. You will play a central role in organising Dynamic Support Registers (DSRs), Care (Education) and Treatment Reviews (C(E)TRs), Local Area Emergency Protocol (LAEP) meetings and other commissioning activities across North Central London.

The successful candidate will be highly organised, proactive and able to manage competing priorities in a fast-paced environment. You will have excellent communication skills, strong attention to detail and the ability to build effective working relationships with a wide range of stakeholders. This is an excellent opportunity to contribute to system-wide improvements, support innovative service development and make a meaningful difference to the lives of people with learning disabilities and/or autism.

Main duties of the job Coordinate and administer Dynamic Support Register (DSR), C(E)TR, LAEP and review meetings, ensuring actions and outcomes are recorded and monitored.

Support commissioning activities for children, young people and adults with learning disabilities and/or autism requiring complex, individualised care.

Produce and maintain performance data, reports and KPI monitoring for Learning Disability and Autism programmes.

Support quality assurance processes for community and inpatient services.

Work collaboratively with NHS organisations, local authorities, providers and other partners to improve care pathways and commissioning arrangements.

Assist in implementing national and local policies, strategies and programme priorities.

Analyse information and provide reports, recommendations and updates to support decision-making and service improvement.

Maintain accurate records and information systems in line with data protection and confidentiality requirements.

Support budget monitoring and ensure value for money in commissioned services.

Build effective stakeholder relationships, manage competing priorities and escalate risks where appropriate.

Provide project, administrative and commissioning support to the Complex Care Team and contribute to continuous service improvement across North Central London.

Person specification Education/Qualification

• Educated to degree level or equivalent experience
• Evidence of continuing professional development

Experience

• Experience of managing or commissioning projects and working with stakeholders to deliver
• Experience of relationships with providers and suppliers to ensure best value and quality
• Experience of working effectively across organisational boundaries with health and social care.

Skills & Knowledge

• Good understanding and knowledge of commissioning, procurement and contracting including of the commissioning cycle
• Strong understanding of NHS Learning Disability and Autism policy and programmes, and ICB statutory duties
• Ability to communicate with a range of people and forums
• Ability to work under pressure, meet deadlines and manage competing priorities effectively
• Ability to prepare performance reports that support programme delivery and improvements
