Regulation Manager

Role Description

Reporting to the Head of Regulation and Business Reporting, you will play a pivotal role in shaping, developing, and delivering regulatory policy and strategy. You will ensure compliance with regulatory obligations and alignment with the expectations of the Utility
Regulator and other key stakeholders.

As Regulatory Manager, you will lead the development of regulatory submissions ensuring the integrity and quality of data used. You will also support the delivery of business plans and investment programmes. The role combines strategic insight, regulatory analysis, and compliance expertise to influence business decisions and long-term planning.

Given NI Water's status as a fully regulated company, maintaining a strong relationship with the Utility Regulator is essential. In this role, you will be responsible for developing and strengthening this relationship. Additionally, you will oversee all aspects of our engagement with the Reporter, who performs the independent regulatory audit function for NI Water.

Our Operating Licence is a cornerstone of our legislative framework. You will be recognised as NI Water's subject matter expert on the Licence, advising senior management and the Board on all related matters. A key objective of this role is to ensure NI Water consistently meets its licence and broader regulatory obligations.

ESSENTIAL CRITERIA

1. A third level qualification in Engineering, Economics, Business or equivalent AND at least 3 years' post qualification experience gained at management level working in a regulated environment.

OR (in the absence of a 3rd level qualification):

At least 5 years' experience gained at management level working in a regulated environment.

2. At least two years' demonstrable experience using and applying key principles and practices of regulation.

3. At least two years' demonstrable experience of developing and implementing regulatory strategy or operational policy to ensure compliance with regulatory requirement.

4. At least two years' demonstrable experience using interpersonal skills to manage relationships and influence decision-making at Executive and Director Level.

DESIRABLE CRITERIA

In the event of a large number of applications, in the first instance, candidates may be short-listed on the following desirable criteria:

1. At least 5 years' experience of dealing directly with economic regulators or other regulatory experience.

2. Qualified engineer, accountant, postgraduate qualification in Economics or holder of MBA qualification.

Salary

This Band 3b role offers a competitive offers a competitive remuneration package to be discussed with the applicants at or after interview. The starting salary will normally be at the first point of the scale.
