Quantity Surveyor

- Lead the Transmission costing functions within the team and be responsible for reporting on Transmission related project costs
- Maintain the cost accuracy of the suite of Transmission Standard Development Costs (TSDC's), to ensure correct costs inform delivery decision options at planning & development stage.
- Update and develop additional unit cost estimates to assure alignment with delivery strategy
- Working closely with the Transmission Project Delivery Team, to ensure that projects are costed and processed through the CA process to meet the key milestone delivery dates
- Liaising with key stakeholders in EirGrid to provide accurate unit / project costs estimates for use on all project types; and support the development of project specific estimates, and non-standard cost requests and bespoke hi-level estimates.
- Co-ordinate and review the project cost inputs on all Transmission project Capital Approvals; liaising with multiple stakeholders across design, civils, electrical, telecoms and commissioning to ensure the full project scope has been captured in the final Capital Approval estimates.
- Mange the inputs of costs into SAP IWM / FMIS System for financial management, material ordering and post-CA project delivery
- On completion of the final CA costs, carry out a variance analysis, identify main cost variances, reasons and type etc. in comparison to the previous costs estimates (based on TSDC's); provide summary overview and findings as part of CA cost sign-off; and feedback to provide updates to continually inform accuracy and appropriateness of current set of Transmission unit costs
- Support the Transmission Programme team on reporting, forecasting and monitoring of overall portfolio project costs over the course of the current PR6 (Price Review period), in accordance with CRU regulatory requirements.
- Creation and maintenance on strategic corporate systems (IWM) of all costing units - CUs and BPOs.
- Liaise with project team to get feedback / lessons-learned etc. on final project out-turn costs, and use learnings to improve the accuracy of future project costs estimates.
- Monitor programme delivery and cost to ensure that ESB networks meets funding availability
- A level 8 degree in Quantity Surveying / Engineering or equivalent, with a minimum of 5 years (Post Qualification) relevant work experience is essential.
- Demonstrated ability as a QS / Estimator - delivering accurate project & unit costs to a high quality and standard, fully supported with detailed logic, assumptions and key source data.
- A commercial mind set with strong analytical and interpersonal skills and report writing
- Knowledge and experience in unit cost estimating, project cost development and budgetary planning
- Ability to manage and maintain detailed cost datasets across a large range of programmes & project works, recording of source information to support same
- A logical and systematic approach to data analytics and problem solving
- Proven ability to build and maintain strong relationships with stakeholders, with the ability to leverage relationships to influence solutions, communication, presentation, interpersonal and analytical skills
- Ability to understand and make decisions based on the relationships between, financial, safety, and technical risks
- Strong leadership skills, with significant experience of working from own initiative and taking ownership of work
- The ability to deliver high quality work to tight deadlines
- Good understanding of the ESB business, and financial & regulatory control
- Strong IT skills with proficiency in Word, PowerPoint & more specifically Excel
- A full driving licence, and the flexibility to travel is essential.
- Understanding of Electrical Transmission Network
- Experience in estimating Electrical / Civil Engineering / Utility projects
- Experience with IWM / FMIS SAP systems, and experience in SharePoint
- Advanced Excel skills and familiarisation with Power BI / Data Analysis
