Salary: £39,894 + £1,617.13 monthly allowance

Could you lead a dynamic team to ensure the effective delivery of CEA, DIM, PMER, PGI, and QA, focusing on developing and executing IFRC's strategies for Myanmar while enhancing the Host National Society's capacities to strengthen its institutional resilience? This role involves close collaboration with various coordinators and thematic leads to support the ongoing development of the Host National Society's portfolios in line with its strategic ambitions.
About the RoleThe Quality and Accountability Manager will lead a team to ensure effective delivery of quality assurance, compliance, and risk management activities, including community engagement and accountability (CEA), data and information management, planning, monitoring, evaluation, and reporting (PMER), and protection, gender, and inclusion (PGI).
Reporting to the IFRC Head of Delegation in Myanmar and working closely with Movement Partners in-country as well as regional coordinators, this role will develop, coordinate, and execute IFRC's strategies for CEA, data management, PMER, PGI, quality assurance, and risk management, particularly for the earthquake operation and Myanmar at large. The role also supports the development of Myanmar Red Cross portfolios aligned with strategic goals.
- Provide strategic oversight of quality assurance, compliance, risk management, and cross-cutting themes, ensuring alignment with MRCS and IFRC frameworks.
- Drive evidence-based decision-making through robust monitoring, evaluation, and risk mitigation strategies, while maintaining humanitarian standards and donor compliance.
- Lead in integrating CEA, PGI, and IM into humanitarian operations with harmonized tools and participatory processes.
- Oversee planning, monitoring, reporting, evaluations, and learning exercises, including those for FCDO, aligning with MRCS standards.
- Mentor a multidisciplinary team, fostering inclusive leadership and ensuring sound financial management in line with FCDO requirements.
- Enhance MRCS capacity in CEA, PMER, PGI, and risk management through training, guidance, and regional knowledge-sharing.
- Coordinate with MRCS, IFRC, ICRC, UN agencies, and stakeholders, representing IFRC in forums on quality and accountability.
- Lead donor engagement and reporting, including high-level briefings for FCDO, ensuring transparency and timely delivery.
Candidates should understand IFRC policies, major donor regulations, and demonstrate integrity. Essential skills include strategic analysis, planning, data analysis, and knowledge of global humanitarian issues, standards, and approaches in CEA, M&E, and PGI.
Proven team management, collaboration, and communication skills in multicultural environments are required. Candidates must be self-reliant with computer skills, proactive, creative, and strategic thinkers with excellent English communication skills.
Minimum of 5 years' experience in CEA, PGI, PMER, or strategic planning, preferably within Red Cross/Red Crescent or INGOs in developing countries. Field experience in high-risk contexts, networking, and relationship-building skills are essential. Certifications like BTC, IMPACT, WORC, or equivalent are preferred. Ability to work under stress with flexibility is crucial.
Additional qualifications in M&E, DEIA, project management, statistics, or related fields, and proficiency in another IFRC language (French, Spanish, or Arabic) are advantageous.
