DSFS has an exciting opportunity for the role of Procurement Partner.

The role supports the Head of Procurement and is part of the Senior Leadership Team. As a senior member, the Procurement Partner will co ordinate and manage the buying team's performance, providing leadership and supervision to enable delivery of a "best in class" procurement service while fostering a strong culture of teamwork and continuous improvement.

The position requires significant experience within the public sector, preferably NHS, with demonstrable knowledge of public sector procurement legislation and regulations. Excellent organisational skills and confidence to work across diverse specialties and both clinical and non clinical categories are essential.

Key responsibilities include building robust relationships with stakeholders, networking across Derbyshire and East Midlands, benchmarking costs, and leveraging opportunities to ensure optimum value for money and continual improvement.

Main duties of the job
  • Provide strategic and operational support to plan, coordinate and deliver medium high value workplans.
  • Maintain contract databases to produce high quality management data.
  • Undertake competitive tender exercises, supporting customers with the writing of specifications and business cases, drafting ITT documentation, conducting evaluations, awarding tenders and facilitating effective contract management.
  • Develop and implement innovative procurement solutions to deliver efficiencies and cost savings, contributing to departmental CIP targets.
  • Proactively undertake market engagement and analysis to stay abreast of market shifts, trends, product development and innovation.
Qualifications and Training
  • Chartered Institute of Purchasing and Supply (CIPS Level 4) or equivalent demonstrable experience.

  • ILM Level 4 or equivalent
Experience
  • Significant experience negotiating with suppliers and customers in a large organisation, with a track record of achieving significant cost reductions.
  • Demonstrable experience undertaking competitive tenders/quotations; extensive experience in a customer service environment.
  • Significant experience working within the public sector and knowledge of EU regulations.
  • Extensive experience and use of Procure to Pay systems.
  • Analysis of spend reports to identify cost saving opportunities.
  • ECDL or equivalent experience with Microsoft packages.
  • Working knowledge of NHS.
  • Management/supervisory experience and coaching/mentoring experience.
  • Delivering procurement workplans and projects.
  • Public sector procurement experience.
Skills and Knowledge
  • Working knowledge of contract law or equivalent experience.
  • Demonstrable and practical working knowledge of EU/Public procurement legislation.
  • Track record of building successful, robust professional relationships to deliver cost improvements and procurement efficiencies.
  • Ability to analyse data and make recommendations on spend reduction, contract management, and demonstrate compliance with OJEU and other procurement legislation.
  • Working knowledge of the OJEU tendering process.
  • Knowledge of contract databases.
  • Knowledge of NHS procurement processes.
  • Ability to lead and manage a small team.
  • Project management skills.
