Procurement Officer and Senior Procurement Officer

Joining our procurement team at Leicester City Council, you will be part of a fast-paced, highly dynamic Mayoral Authority, procuring a variety of critical contracts for goods, works, and services across multiple sectors.

Main duties of the job

With roles available across our team due to career progressions, you'll join as a Procurement Officer or Senior Procurement Officer.

Day-to-day, in these roles, you'll:

  • Manage a variety of procurement projects, liaising with service departments (internal clients), considering procurement strategies and planning processes.
  • Prepare procurement documentation, including evaluation schemes, advertise contracts, engage in market engagement, evaluate submissions, and conduct tender clarifications.
  • Draft correspondence, prepare evaluation reports, and communicate with bidders.
  • Apply the Council's contract procedure rules and relevant legislation, including the Procurement Act 2023, and advise clients accordingly.
  • Liaise with legal services to agree on contract documentation.

As a senior team member, you'll also:

  • Undertake procurement activities more independently, including higher value and complexity projects.
  • Deputise for the Procurement Manager when required and provide expert advice on procurement strategies and planning.
  • Manage negotiations with preferred suppliers, collaborating with users, technical, and legal specialists to draft contracts and technical schedules, and develop acceptance procedures and criteria.

About the role

You will have flexibility with hybrid working, combining office-based work at City Hall or remote work from home to suit your needs and those of your clients. The team currently attends City Hall at least once a week.

This is a career-graded post: Procurement Officer at LG Band 6 (£31,067-£33,366 per year) and Senior Procurement Officer at LG Band 9 (£41,511-£44,711 per year). Appointment level depends on the outcome of the selection process and the candidate's experience. Progression is based on satisfactory performance, reviewed annually through appraisals and ongoing supervision.

The roles are subject to a DBS check and Right to Work verification. Sponsorship is not available for this role.

Job responsibilities

Manage procurement projects, liaising with service departments, considering procurement strategies, planning processes, preparing documentation, advertising contracts, engaging in market engagement, evaluating submissions, negotiating, drafting correspondence, debriefing unsuccessful bidders, and managing contract documentation.

Apply the Council's procurement rules and relevant legislation, including the Public Contract Regulations 2015, during procurement activities and advising clients.

Administer and manage framework contracts and agreements for corporate commodities and services.

Develop and maintain relationships with suppliers and internal stakeholders to ensure procurement processes and contracts deliver value for money.

Use procurement management information to identify needs for new contracts and explore alternative approaches.

Support other initiatives that contribute to the Council's procurement objectives.

Perform other duties as required.

Person Specification Experience
  • Public Sector procurement experience is preferred, but equivalent Private Sector experience and transferable skills are accepted. Knowledge of specific categories (Goods, Works, Services) and Procurement Act 2023 training (TPP) or commitment to complete within 4 weeks is required.
  • Experience in procurement, tendering, and contract management, with basic knowledge of contract law. Highly organized, able to prioritize effectively, with strong analytical skills to evaluate tender responses for value.
  • Excellent communication skills, ability to present reports, liaise with stakeholders, and proficient IT skills, including managing tendering systems.
