Principal Officer - Housing Strategy

Salford City Council

Hybrid working - minimum 2 days per week on site (flexibility required)

Salford City Council is currently seeking an experienced Principal Officer - Housing Strategy to join its fast-paced and high-impact Housing Strategy Team.

These are exciting times to work within the service, which is responsible for shaping, monitoring and delivering the Council's housing and homelessness-related strategies and policies, and driving key actions across a varied and ambitious programme of work.

The Role

As Principal Officer, you will play a lead role in developing Salford's Supported Housing Needs Assessment, alongside a new Supported Housing Strategy, delivery plan and monitoring framework. This work must align with the statutory requirements of the Supported Housing (Regulatory Oversight) Act and be delivered to tight timescales.

You will be expected to work independently, manage competing priorities, and adopt a collaborative, partnership-led approach to achieving local outcomes.

Key Responsibilities
  • Lead the development of the Supported Housing Needs Assessment and Supported Housing Strategy, including delivery and monitoring frameworks
  • Ensure statutory deadlines are met while maintaining high-quality outputs
  • Work closely with internal teams, partners and stakeholders to drive strategy development and delivery
  • Gather, analyse and interpret data to inform strategic decision-making
  • Engage effectively with a wide range of stakeholders, including those with lived experience, to ensure their voices shape the strategy
  • Contribute to broader housing and homelessness strategy work within the service as required
About You
  • Proven experience in strategy development, ideally within housing, homelessness or a related public sector environment
  • Strong understanding of housing and homelessness issues
  • Excellent written and verbal communication skills
  • Confident in data collection, analysis and reporting
  • Able to work to tight deadlines and manage multiple workstreams simultaneously
  • Experienced in stakeholder engagement and partnership working
