Hours: 25 per week, including hybrid working (hours to be discussed at interview)

Location: Havant Leisure Centre

Salary: Circa £25,000 (depending on experience)

The Role

The Payroll Manager will oversee the accurate and timely processing of payroll, pensions, and employee benefits across Horizon Leisure Centres. The role is within the People & Culture Team, supporting our commitment to delivering an excellent colleague experience while ensuring statutory compliance and policy adherence.

Responsibilities
  1. Manage end-to-end monthly payroll for all employees, including starters, leavers, and contractual changes.
  2. Oversee payroll year-end processes, including P60s, P11Ds, and HMRC submissions.
  3. Administer pension schemes (e.g., LGPS), ensuring compliance with auto-enrolment legislation and accurate contributions.
  4. Manage employee benefits, including health, life, and wellbeing benefits-processing, renewals, and provider liaison.
  5. Prepare and process payroll journals; collaborate with Finance for payroll reconciliation and financial reporting.
  6. Handle payroll queries and resolve discrepancies professionally and promptly.
  7. Ensure payroll data accuracy across HR and finance systems.
  8. Coordinate annual pay reviews and ensure payroll reflects changes like promotions, transfers, and terminations.
  9. Manage special payroll cases (e.g., maternity, sickness pay) per statutory requirements.
  10. Calculate and manage tax, National Insurance, and local taxation obligations.
  11. Monitor legislative changes in payroll and pensions, ensuring compliance and continuous improvement.
  12. Maintain confidentiality of employee records and adhere to data protection legislation.
  13. Support People & Culture projects and organizational initiatives.
  14. Develop and review payroll policies and procedures for efficiency and compliance.
  15. Train and support colleagues involved in payroll processing.
Candidate Requirements Essential:
  • Proven experience managing UK payroll, year-end processes, P11Ds, and payroll journaling.
  • Strong knowledge of payroll legislation, tax, NI, pension schemes, and benefits administration.
  • Experience with pensions auto-enrolment and benefits administration.
Desirable:
  • Familiarity with Local Government Pension Scheme (LGPS).
  • Experience with integrated HR/payroll systems.
  • Experience using Sage 50 Payroll.
Qualifications:
  • CIPP, QBE, or other relevant payroll qualification (desirable).
Skills and Competencies:
  • Strong communication and relationship-building skills.
  • Highly organized with attention to detail, discretion, and accuracy.
  • Proficient in payroll software and Microsoft Excel.
  • Excellent analytical and problem-solving skills.
  • Flexible and adaptable to change.

Additional Information

This role is based at Havant Leisure Centre but may require travel to other sites as needed.
