OSINT Manager Reporting to: Executive Director

Start date: ASAP

Location: London, UK, hybrid (3 days per week in the central London office); responsible for managing remote team members in the UK, Canada and Australia with some flexible hours to accommodate time zones and on call schedule.

About Tech Against Terrorism Tech Against Terrorism aims to save lives and prevent harm by disrupting terrorist activity online while upholding human rights, combining open source intelligence investigations with sophisticated technical tooling and capacity building for governments and tech platforms.

The organisation works closely with the United Nations, democratic governments, tech companies, and civil society, and its Open Source Intelligence (OSINT) team underpins threat analysis, specialist services, and training delivered to partners worldwide.

Our flagship technical product is the Terrorist Content Analytics Platform (TCAP), a secure alerting and analytics system that detects and verifies terrorist or violent extremist content online and notifies platforms so it can be reviewed and removed. Since launch, TCAP has alerted a large and growing number of technology companies to tens of thousands of pieces of terrorist content, and now also provides a curated archive and hash sharing capability to support research, moderation, and disruption efforts.

The Role Tech Against Terrorism is seeking an OSINT Manager to lead its global OSINT function and manage a distributed team of analysts across Canada, Australia and the UK.

This role will own the planning, delivery, and continuous improvement of OSINT operations and products, ensuring high quality intelligence collection, analysis, and dissemination that directly supports Tech Against Terrorism's mission and its specialist threat intelligence and capacity building services.

The OSINT Manager will be responsible for setting analytical priorities, overseeing complex investigations, and integrating data driven insights from the Terrorist Content Analytics Platform (TCAP) into products for internal stakeholders, tech platforms, and governments.

This individual will also act as the primary point of contact for OSINT related work across the organisation, collaborating closely with product, engineering, policy, and communications colleagues to ensure that OSINT capabilities remain innovative, ethical, and operationally impactful.

As part of the role, you will be exposed on a routine basis to graphic and violent content, and will require a resilient approach to dealing with harmful material yourself, in addition to promoting a wellbeing led, empathetic and responsible environment for your direct reports.

Key Responsibilities
  • Lead, mentor, and line manage a global OSINT team with direct reports in the UK, Canada, and Australia, including setting objectives, overseeing performance, and supporting professional development and wellbeing.
  • Design and own the global OSINT planning, including priority threat areas, coverage plans, and methodological standards, ensuring alignment with Tech Against Terrorism's wider threat analysis, specialist services, and TCAP roadmaps.
  • Oversee complex OSINT investigations into terrorist and violent extremist activity online, ensuring that collection, verification, and analysis meet rigorous operational security, legal, and human rights compliant standards.
  • Direct the monitoring, investigation, and analysis of emerging terrorist and violent extremist activity online, ensuring timely and accurate assessments are produced by the team using best practice OSINT tooling and tradecraft.
  • Own OSINT incident response processes, including leading the team's real time response to incidents with a significant online component, coordinating with internal leadership, tech platforms, and relevant authorities where appropriate.
  • Ensure the production of urgent and planned high quality short and long form analytical outputs, such as threat assessments, trend reports, and strategic briefings, drawing on TCAP data and other sources to provide evidence based insights for decision makers.
  • Establish and maintain OSINT standards, playbooks, and quality assurance processes, including guidance on carrying out investigations and other OSINT related processes, probabilistic language adherence to established best practices in intelligence writing, and structured assessment frameworks.
  • Work closely with tech companies to provide timely intelligence, threat assessments, and platform specific guidance. Collaborate with policymakers, NGOs, academic partners, and law enforcement liaisons as needed. Represent TAT at external events, briefings, workshops, and multilateral forums.
  • Lead cross functional projects that leverage OSINT to disrupt terrorist and violent extremist use of the internet, including capacity building programmes for tech platforms and support to government partners.
  • Manage OSINT related project planning and delivery, including scoping, resourcing, budgeting, risk management, and reporting to internal leadership and funders.
  • Support business development and fundraising by helping to scope and write proposals for threat intelligence and OSINT driven services, and by showcasing OSINT capabilities to prospective partners.
  • Represent Tech Against Terrorism's OSINT work at high level conferences, multi stakeholder forums, and briefings with tech platforms, regulators, and governmental or intergovernmental bodies.
  • Contribute to the design and delivery of OSINT training for external partners, sharing best practice on detecting, monitoring, and disrupting terrorist misuse of online services.
  • Foster a healthy, resilient working environment for analysts regularly exposed to graphic, violent, or upsetting content, promoting effective wellbeing and vicarious trauma mitigation practices.
  • Oversee use of OSINT tools ensuring effective, secure, and ethical workflows. Identify emerging technologies / trends that can enhance intelligence collection or analytical depth. Work with engineering teams to inform product development for monitoring and analysis capabilities.
Required Experience and Skills
  • Significant experience (typically 4+ years) in OSINT work, including demonstrable expertise in investigating terrorist, violent extremist, or other hostile actor exploitation of the internet.
  • Prior experience leading or line managing analysts or investigators, ideally in a threat intelligence, cyber security, law enforcement, or similar operational environment.
  • Strong knowledge of best practice OSINT tools, techniques, and operational security principles, including collection, verification, and preservation of online content.
  • Proven track record of producing high quality intelligence products, including concise incident briefs and longer form analytical reports using structured assessment techniques such as probability yardsticks or BLUF.
  • Demonstrated understanding of terrorist and violent extremist use of technology and online platforms, or of related online harms such as disinformation and infrastructure abuse.
  • Experience working with data driven platforms or analytical tools, ideally including familiarity with SQL or similar approaches to querying and analysing datasets.
  • Excellent written and verbal communication skills, with the ability to brief senior stakeholders clearly and diplomatically under time pressure.
  • Ability to work from the London office 3 days per week and to collaborate effectively with colleagues and partners across multiple time zones.
  • Willingness to participate in an on call rota to respond to urgent incidents, including occasional work outside standard business hours, and on call availability when required on weekends and public holidays.
Desirable
  • Experience designing or managing incident or crisis response protocols related to online harms.
  • Previous work experience in government, law enforcement, cybersecurity, defence, or private sector intelligence roles.
  • Familiarity with product management or Agile methods, particularly in the context of threat intelligence tooling or data platforms.
  • Undergraduate or postgraduate degree in a relevant field such as Security Studies, War Studies, International Relations or Data Science.
  • Proficiency in one or more relevant languages such as Arabic, Urdu, or Pashto.
