Job Description
Overview

The Framework MEICA and Commissioning Manager is responsible for leading the management, coordination, delivery, testing and commissioning of Mechanical, Electrical, Instrumentation, Control and Automation (MEICA) works across water and wastewater infrastructure projects. The role ensures that new and upgraded assets are designed, installed, tested, validated, and handed over to the client fully operational, meeting contractual, regulatory, and client requirements.

The Framework MEICA and Commissioning Manager will also be appointed as the Authorising Engineer for Electrical and Mechanical Safety and will appoint Authorised and Competent Persons to the Framework MEICA and Commissioning Team.

Location: Thames Water AMP8 Framework - Thames Valley & Cotswolds

Key Responsibilities
  • Project Leadership & Delivery
    • Oversee delivery of MEICA and commissioning activities on water and wastewater projects.
    • Manage planning, resourcing, and delivery of works from design through to commissioning and handover.
    • Ensure projects are delivered safely on time, within budget, and to specification.
  • Design, Technical Assurance & Commissioning Planning
    • Implement an auditable process to review and approve MEICA designs for compliance with standards and client specifications.
    • Ensure that all projects develop commissioning strategies, programs, and risk assessments in line with client requirements.
    • Ensure integration of MEICA works with civil, structural, and process elements.
    • Validate that systems operate as designed and meet performance guarantees.
  • Health, Safety, Quality & Environment
    • Lead on health, safety, and environmental compliance across MEICA and commissioning activities.
    • Ensure compliance with CDM Regulations and Tilbury Douglas procedures.
    • Be appointed as and act as Framework Authorising Engineer for both Electrical and Mechanical Safety.
    • Promote a culture of zero harm and continuous improvement.
  • Stakeholder & Client Engagement
    • Act as the main point of contact for the framework leadership and project teams on MEICA and commissioning matters.
    • Coordinate with operational teams to ensure smooth transition of assets into service.
    • Ensure that sufficient resources and plans are in place for client training, demonstrations, and operational acceptance.
  • Commercial & Financial Control
    • Contribute to budgets, forecasting, and procurement for MEICA and commissioning elements.
    • Contribute to effective contract management, including input into change control and compensation events.
    • Provide technical and commercial input during tenders and business development.
  • Leadership & Team Development
    • Lead, mentor, and develop engineers, supervisors, and apprentices across MEICA and commissioning disciplines.
    • Foster collaboration between multidisciplinary teams and supply chain partners.
    • Promote knowledge sharing and staff development.
  • Performance Testing & Handover
    • Oversee energisation, dry/wet testing, process proving, and reliability runs.
    • Ensure defects and snags are resolved prior to final acceptance.
    • Deliver full asset information documentation, O&M manuals, and training to support client handover.
Key Skills & Experience
  • Extensive background in mechanical, electrical, ICA engineering, and commissioning within the UK water sector.
  • Proven track record of managing MEICA delivery and commissioning on major infrastructure projects.
  • Excellent understanding of health, safety, and environmental regulations (including CDM).
  • Commercial awareness and experience with NEC or similar forms of contract.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Ability to coordinate multidisciplinary teams and manage complex project interfaces.
  • Qualified as an Authorising Engineer.
