M&E Contracts Manager
Location: Portsmouth
Rate: £45.00 per hour (Umbrella)

A Local Authority in Portsmouth is seeking an experienced M&E Contracts Manager to join their newly formed Compliance Service within Building Services, part of the Housing, Neighbourhood, and Building Services Directorate.
This is a key role responsible for managing strategic Term Service Contracts covering mechanical and electrical (M&E) repairs, servicing, and compliance. You'll ensure high-quality, cost-effective service delivery across both Housing Revenue Account (HRA) stock-17,000 dwellings-and corporate assets where the council retains landlord repair responsibility.

Key Responsibilities:
  • Manage the end-to-end delivery of major M&E contracts, including the Gas Servicing and Repairs contract and broader M&E compliance across housing and corporate buildings.
  • Ensure that all contracts are procured, mobilised, and managed effectively, delivering best value and driving continuous improvement.
  • Lead on the development, implementation, and monitoring of policies and procedures, ensuring full compliance with health, safety, and statutory regulations.
  • Maintain a strong focus on resident safety, asset integrity, and stakeholder satisfaction.
  • Provide professional, technical advice across the organisation, including contract compliance and performance standards.
Ideal Candidate Profile:
  • Holds a relevant degree in a building or technical discipline, ideally Chartered or working towards chartership with RICS, CIBSE, CIOB, or a similar body. Candidates without chartered status must demonstrate significant relevant experience.
  • Demonstrates strong technical knowledge of M&E systems and compliance requirements, capable of assessing work quality and statutory adherence.
  • Proven experience in strategic contract management, with working knowledge of NEC4 Term Service Contracts preferred.
  • Skilled in managing large-scale service contracts, ensuring value for money and driving service improvements.
