Legacy Evaluation & Insight Manager - EURO 2028 (Fixed-Term)

The FA are excited to be searching for a Legacy Evaluation & Insights Manager to join the Research & Insights team. This role will conduct primary and secondary research and data analysis to generate insights that inspire, inform and enable evidence based decision making at The FA.
The position focuses on evaluation and insight for UEFA EURO 2028, its impact and legacy on English grassroots football and society. It is a full time role based at Wembley Stadium, initially advertised as a 1 year fixed term contract with potential to extend for up to three additional years, subject to future funding.
What will you be doing?- Work in close collaboration with the EURO 2028 Legacy Manager and the wider grassroots development team to design and deliver a Measurement and Evaluation programme across the five host cities, reporting at local and national levels.
- Lead primary and secondary research (quantitative and qualitative) from end to end, utilizing analytical techniques on data collected or housed within the business to expand the organisation's knowledge of the impact of hosting EURO 2028.
- Participate in EURO 2028 legacy working group meetings.
- Utilise existing and new data sources to set pre tournament benchmarks and measure post tournament impact.
- liaise directly with stakeholders in each host city and FA regional network managers to collect data on legacy plan performance and development.
- liaise with stakeholders at the Government and the UK&I appointed evaluation partner.
- Consolidate host city and non host city data with existing internal FA data to assess the impact of hosting EURO 2028.
- Evaluate performance and insight against each Legacy ambition.
- Lead the design, deployment, analysis and delivery of research and analytics projects.
- Manage the tender process, project management and delivery of external research agency outputs.
- Provide back up to the wider R&I team when appropriate.
- Support and drive the general R&I agenda across The FA.
- Collaborate with other members of the R&I team to ensure best practice principles are upheld.
- Execute additional tasks as required to meet The FA's changing priorities.
- Comply with all company policies and procedures to maintain the highest standards of health, safety and well being.
- Every employee will need to complete a DBS check in line with legislation and government guidance.
- Experience:
- Measurement and evaluation research, including handling and analysis of large scale, complex datasets from surveys or third party data collection.
- Delivery of multi disciplinary primary and secondary research projects from end to end.
- Proven skill navigating complex organisations and building relationships with stakeholders across seniority levels.
- Clear ability to produce and present suitable outputs for varied audiences with minimal support.
- Application of the 'So What' and 'Now What' framework to insights and recommendations.
- Experience managing 3rd party agencies or providers, including the tendering/procurement process.
- Understanding of appropriate research methodologies and KPI measurement.
- Hands on experience writing and/or developing questionnaires and discussion guides.
- Use of online survey software (e.g., Toluna Start) to script, host and generate data tables.
- Confidence working within a team environment and on solo projects.
- Technical Skills:
- Advanced numeracy and literacy skills.
- Excellent communication and presentation skills.
- Comprehensive primary research skills across both qualitative and quantitative methods.
- Analytical skills, capable of working with and manipulating large scale datasets (e.g., Excel or other data processing software).
- Experience interpreting third party data and research reports.
- Experience working in a research agency/consultancy and/or in house client side research teams.
- Knowledge:
- A passion for grassroots football.
- Experience:
- Detailed knowledge of data visualisation dashboards (e.g., Power BI/Tableau).
- Experience using research & insight related AI tools/platforms.
- Previous experience within the sport and/or events industry.
- Previous experience delivering measurement and evaluation research within the sport industry.
- Technical Skills:
- Advanced analytics skills.
The FA operates a hybrid model with 2-3 days in the office and 2-3 days working from home; occasional visits to St George's Park may also be required, as well as travel to other stakeholder organisations.
