Overview

Job Title: Leasehold Project Officer
Ref: Hounslow 3977-1
Pay rate: £22.79 per hour PAYE
Role length: Anticipated 3 months
Working arrangements: Hybrid working - a minimum of 2 days per week in the office and one day must always be a Wednesday
DBS requirement: Basic DBS
Additional requirement: Driving Licence

The role: Working to a comprehensive programme, the Leasehold Officer is required to manage a varied caseload of statutory and corporate projects and casework. You will deliver the statutory consultative programme for leasehold major works; issuing of the corresponding service charges and estimates and all the associated enquiries and disputes. You will be the expert in Leasehold matters; new build development consultation schemes, and the wider housing consultation programme affecting a number of service areas.

In order to be successful at this role, you need to have extensive experience in major works consultation as well as calculations of billing, and matters related to lease extensions and variations such as breaches of leases.

Key responsibilities
  • Plan and deliver a range of major works projects for leaseholders, ensuring compliance with statutory consultation requirements (Section 20/20b), accurate calculation and timely recovery of charges, and effective communication of timescales and scope of works
  • Lead and coordinate resident consultation activities, including meetings and site visits, ensuring all relevant information is shared in advance and feedback is collected and reported
  • This includes supporting decant programmes and addressing issues arising during refurbishment or development works.
  • Provide expert leasehold advice across the organisation, supporting colleagues with leaseholder matters, responding to permissions requests, enforcing lease terms, and managing legal or tribunal proceedings where necessary
  • Assist with the administration of buildings insurance, rent increases, and the accurate setup and maintenance of leasehold and shared ownership property accounts, including service charges and sinking funds
  • Maintain accurate records on the housing management system, respond to complaints and member enquiries professionally, and work in line with the Council's policies, including Health and Safety
What the client is looking for
  • Extensive knowledge of leasehold management and legislation including section 20 legislation
  • Extensive experience in major works consultation and managing complex projects and schemes
  • Knowledge of consultation techniques and report writing
  • Knowledge of legislation and remedies to tackle Racial Harassment and Anti- Social Behaviour
  • Effective co-ordination and delivery on a range of formal/informal consultation
  • Knowledge of health and safety practices associated with delivering a housing service
  • High level project management skills
  • Effective negotiation skills and advocacy in court & tribunal proceedings
  • Extensive experience in leasehold/resident consultation
  • Substantial expertise in housing management and policy in order to successfully oversee and deliver a broad range of resident services
  • Experienced housing professional who is solution focused and able to deliver an excellent front line generic housing service
  • Advanced knowledge and experience of using Microsoft Office and Housing operating systems
