HR Business Partner (m/f)

Within the Human Resources & Finance department, you will act as the HR Business Partner of your assigned internal client portfolio composed of department managers and team managers. You will act as their single point of contact for all HR-related questions, supporting and advising them in the implementation of their HR policy.
Role & responsibilities- Manage internal and external recruitment processes
- Monitor employee career development in conjunction with department and team managers and management
- Conduct integration and exit interviews
- Manage the succession plan: participate in the identification and development of agents who could replace those leaving the CSSF
- Monitor internal conflicts
- In collaboration with the training managers, identify training needs and draw up the training plan
- Analyse and apply HR procedures and regulations and provide solutions to specific HR issues
- Actively participate in the design, implementation and optimization of HR policies
- Participate in projects assigned to the unit and in cross-functional HR projects
- University degree (BAC+4/+5), ideally with a specialization in Human Resources
- 5 years' proven experience in a similar HR function, in recruitment or career management
- Fluency in Luxembourgish, French, German and English
- Knowledge of the public sector and the Luxembourg labour code is considered an asset
- Proficiency in HR software and common office tools (MS Office)
- Experience in digitizing and modernizing HR processes is considered an asset
- Good communication and writing skills

The successful candidate (m/f) will be hired as public employee ("employé de l'Etat") under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant ("fonctionnaire de l'Etat").
Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n 3), dated less than 2 months, in order to prove their conduct and integrity.
