Housing Officer, Housing First, Dublin

Location: Dublin

Contract: Full Time, Permanent Contract

Starting Salary: €42,615 - €44,597

Purpose of the job:

Focus Ireland has extensive property and is expanding activity in this area. We are seeking an experienced property professional to work as part of Focus Ireland's Dublin Housing First Intensive Case Management (ICM) Team to deliver a quality service to our tenants. The job will be based in our local offices working as part of the central property service.

Housing First:

Housing First is a key government strategy to reduce homelessness, particularly among the most vulnerable people. It prioritises providing individuals with immediate access to permanent housing without requiring them to first address issues such as addiction or mental health difficulties. Housing First primarily supports people who have experienced long term homelessness, frequently use homeless services, or sleep rough, and who often have complex needs including physical, mental health, addiction or dual diagnosis.

What you will do: Housing Management and Administration
  • Implement housing management and maintenance policies.
  • Ensure tenancy compliance, especially around anti-social behaviour.
  • Represent the organisation at RTB hearings when needed.
Rent Collection
  • Maximise rent collection, prioritising automated methods.
  • Ensure consistency in rent and service charges.
  • Manage arrears proactively with support from Services staff.
Management of Void Properties and Vacancies
  • Minimise voids and vacancies with transparent tracking.
  • Collaborate with Services and Local Authorities for timely allocations.
  • Support smooth handover from Development to Property Operations
Management of Maintenance
  • Maintain property standards and prepare annual maintenance plans.
  • Improve procurement efficiency and value for money.
  • Track and report maintenance works; manage budgets effectively.
  • Supervise contractors and staff to ensure high-quality repairs.
  • Liaise with ICM team on rent arrears and tenant inductions.
  • Conduct property inspections and support appliance use.
  • Oversee housing health and safety (e.g. fire audits, boiler servicing).
  • Maintain accurate records via CRM and Affinity.
  • Report any health, safety, or welfare concerns promptly.
What you will need:
  • A professional qualification in housing or social care
  • Extensive experience working in a property / housing management department
  • Full clean drivers license and access to use of own car
  • Ambitious, energetic and motivated individual
  • Must have a solutions focused attitude
  • Proficiency in MS Excel, Word and Outlook
  • A team player with excellent attention to detail
  • Strong communication skills be trustworthy and conduct the role with integrity
  • Experience in working for a voluntary housing organisation (Desirable)
  • Experience working with customers who have complex needs including physical, mental health, addiction or dual diagnosis (Desirable)
