Job Title: Housing Officer
Job Purpose
To deliver a high-quality tenancy and estate managementservice across the Ashfield District, ensuring tenants comply with the terms oftheir tenancy agreements while supporting them to sustain successful tenancies.
The Housing Officer will manage a designated patch of socialhousing properties, providing advice, guidance, and support to tenants,addressing tenancy breaches and anti-social behaviour, and workingcollaboratively with internal teams and external agencies to improvecommunities and neighbourhoods.
Key Responsibilities
Tenancy Management
- Managea designated portfolio of social housing tenancies.
- Ensuretenants understand and comply with the terms of their tenancy agreements.
- Provideadvice, guidance, and support to help tenants sustain their tenancies.
- Investigateand process tenancy-related requests including:
- Successions
- Assignments
- Transfersof tenancy
- Makedecisions in accordance with relevant legislation, policies, andprocedures.
- Conductregular estate inspections and identify issues requiring action.
- Workwith residents and partners to improve neighbourhoods and communitywellbeing.
- Respondto estate-related concerns and ensure timely resolution.
Anti-Social Behaviour and Enforcement
- Investigatereports of anti-social behaviour (ASB) and tenancy breaches.
- Gatherevidence and detailed witness statements.
- Undertakemediation, conciliation, and monitoring activities.
- Preparelegal documentation and case files.
- Liaisewith Legal Services and external agencies.
- Attendcourt hearings and present evidence when required.
- Takeappropriate enforcement action in line with policy and legislation.
Tenant Support and Safeguarding
- Identifyvulnerable tenants requiring additional support.
- Makereferrals to appropriate internal and external support services.
- Workcollaboratively with health, social care, and partner agencies.
- Supporttenants in maintaining sustainable and successful tenancies.
Partnership Working
- Developand maintain effective working relationships with colleagues,stakeholders, and partner organisations.
- Representthe Council at meetings and multi-agency forums as required.
- Attendtenant and resident meetings and engage positively with local communities.
Administration and Record Keeping
- Maintainaccurate and detailed case records.
- Producereports, briefing notes, correspondence, and non-standard letters.
- Monitorand manage workload effectively in line with performance targets.
- Ensurerecords comply with data protection and information governancerequirements.
Compliance and Service Improvement
- Ensureservices are delivered in compliance with housing legislation, regulatorystandards, Council policies, and best practice.
- Contributeto service improvements and organisational objectives.
- Undertaketraining and professional development as required.
Experience
- Experienceof managing housing, tenancy, estate management, or community-based cases.
- Experiencedealing with customers in a challenging and sensitive environment.
- Experienceinvestigating complaints, tenancy issues, or anti-social behaviour.
- Experiencemaintaining detailed case records and preparing reports.
- Experienceworking with multiple stakeholders and partner agencies.
- Experienceworking within a social housing or local authority environment.
- Experienceattending court proceedings or supporting legal action.
- Experiencesupporting vulnerable individuals or working within safeguardingframeworks.
- Experienceof mediation and conflict resolution.
Qualifications
- GCSEs(or equivalent) including English and Mathematics.
- Commitmentto ongoing professional development and training.
- Level3 qualification in Housing, Business Administration, Public Services, or arelated field.
- CIHLevel 3 or Level 4 Certificate/Diploma in Housing Practice.
- Trainingin Anti-Social Behaviour Management.
- SafeguardingTraining.
- FullUK Driving Licence and access to a vehicle for business use.
Knowledge, Skills and Abilities
- Knowledgeof tenancy and estate management principles.
- Understandingof anti-social behaviour legislation and enforcement processes.
- Strongcommunication and interpersonal skills.
- Abilityto investigate cases and make sound judgements.
- Excellentreport writing and record-keeping skills.
- Abilityto manage a varied caseload and meet deadlines.
- Strongcustomer service and problem-solving abilities.
- Abilityto build effective relationships with tenants and partner agencies.
- GoodIT skills, including Microsoft Office and housing management systems.
- Knowledgeof social housing legislation and regulatory requirements.
- Understandingof safeguarding practices and support services.
- Knowledgeof court procedures relating to housing matters.
- Understandingof community engagement and neighbourhood management.
Additional Information
- Hours: 37 hours per week
- Managea local patch of properties across the Ashfield District.
- Frequenttravel throughout the district may be required.
- Attendanceat resident meetings, community events, and court hearings may benecessary.
- Subjectto Ashfield District Council's Code of Conduct, Corporate Values, andEmployee Competency Framework.
- Requiredto comply with all relevant policies, procedures, regulatory standards,and housing legislation.
- Commitmentto ongoing training, professional development, and continuous serviceimprovement.
- Maybe required to undertake duties reasonably commensurate with the level andresponsibilities of the role.
