Head of Regulatory Legal, EMEA. 12 month Fixed Term Contract

Role Overview

As Head of Regulatory Legal EMEA, you will lead the provision of strategic regulatory legal advice across the EMEA region. You will act as a key adviser to senior leadership and business, legal, compliance and control stakeholders on complex regulatory matters, regulatory change and business initiatives. You will agree priorities for the EMEA regulatory legal function, oversee delivery and risk management, and ensure that advice is practical, consistent and aligned with the Group's strategy and risk appetite.

Key Responsibilities

• Lead the EMEA regulatory legal function, setting priorities and allocating work to deliver timely, high-quality and commercially focused advice.

• Act as the senior regulatory legal adviser to EMEA leadership, businesses and control functions, translating complex legal and regulatory requirements into practical options and clear recommendations.

• In collaboration with the Compliance function, identify, assess and communicate regulatory developments across EMEA, including consultations, rules, policy statements and supervisory expectations, and oversee impact assessment and implementation support.

• Provide advice on the regulatory aspects of new products, platforms, market infrastructure, legal entity and operating models (particularly cross-border), integrations and other significant business change.

• Advise on cross-border business, licensing and permissions, and the regulatory treatment of financial, energy, commodities, data and digital asset activities.

• Contribute to engagement with regulators, industry associations and external stakeholders, including the preparation of consultation responses and advocacy positions where appropriate.

• Advise on and assist with contentious regulatory matters and investigations in conjunction with external counsel, as required.

• Build strong partnerships with senior stakeholders, understanding commercial objectives while balancing legal risk, regulatory expectations and the Group's strategic priorities.

• Manage, supervise and develop Regulatory Counsel, providing clear direction, coaching, feedback and support on complex or sensitive matters.

• Collaborate with the broader TP ICAP in-house legal teams in EMEA, the Americas and APAC to promote consistent advice and effective coordination on cross-regional matters.

• Manage external counsel, ensuring appropriate expertise and cost-effective delivery.

• Maintain or contribute to effective systems for horizon scanning, knowledge management, MI reporting and external spend.

Experience / Competencies

• Solicitor of the Senior Courts of England and Wales (or equivalent).

• 10 years'+ post-qualification experience in financial services regulation, gained in a leading City law firm and/or in-house, ideally within a global financial institution.

• Deep knowledge of UK and EU financial services regulation (particularly MiFID II, new cryptoasset rules, REMIT II, SMCR) and the regulatory frameworks relevant to wholesale markets, market infrastructure, broking, trading venues and cross-border activity.

• Experience working in a broking or banking environment, with ability to understand complex trade flows. Trading venue experience is a plus but not essential.

• Proven track record of providing strategic advice on complex regulatory change, business transformation, new products and services, permissions, operating models and multi-jurisdictional matters.

• Strong leadership and people management skills, with experience supervising and developing lawyers and coordinating legal support across functions and jurisdictions.

• Sound judgement and the ability to voice a view on legal and regulatory risk, prioritise effectively and provide clear recommendations in ambiguous situations.

• Ability to translate complex legal issues into practical solutions and to communicate with credibility and influence at senior management level.

• Excellent drafting, analytical, and communication skills, with close attention to detail.
